SUBJECT:

Explosive Ordnance Disposal Suits and Modular Components

 

 

 

SUMMARY:

This ordinance authorizes contracts with Med-Eng, LLC to provide the San Antonio Police Department with two Explosive Ordnance Disposal (EOD) Suits and Modular Components and two Improvised Explosive Device (IED) lightweight modular tactical (TAC 6) suits and Modular Components for a total cost of $73,592.00.  The EOD and TAC 6 suits and their components are intended to be utilized by the San Antonio Police Department Bomb Technicians.  Funding for this purchase is available from the Federal 2014 Urban Area Security Initiative (UASI) Grant.

 

 

 

BACKGROUND INFORMATION:

The City issued an Invitation for Bid on August 14, 2015 for bomb suits and components.  Upon receipt of the bid pricing submitted by Med-Eng, an analysis was conducted between the bid pricing and Med-Eng’s GSA pricing.  The GSA contract provided more competitive pricing on the EOD bomb suits, helmets and breathing apparatus which resulted in a savings of $7,810.00 from the bid prices.  As a result, the award to Med-Eng will result in two contracts to take advantage the cost savings.

 

A.                     Submitted for City Council consideration and action is the attached bid received from Med-Eng, LLC to provide two improvised explosive device (IED) lightweight modular tactical (TAC 6) suits and modular components funded from the Federal 2014 UASI Grant for a total cost of $25,316.00.  The TAC 6 is a highly versatile and lightweight suit for Military EOD Operators and Bomb Technicians supporting SWAT teams/bomb squads.  It protects against blast and fragmentation in environments where it is not possible or practical to wear a full scale, heavy bomb suit.

 

B.                     Submitted for City Council consideration and action is the offer received from Med-Eng, LLC to provide two replacement explosive ordnance disposal (EOD) suits and compatible modular components funded from the Federal 2014 UASI Grant for a total cost of $48,276.00.  The offer was submitted by Med-Eng, LLC utilizing the GSA Advantage Program Contract No. GS-07F-0207M through a Federal Supply Schedule of the United States General Services Administration per Texas Local Government Code §271.103.  The EOD® 9 bomb suit and helmet is engineered to provide protection against blasts, the effects of overpressure, fragmentation and flash heat associated with the detonation of IEDs, unexploded ordnance, land mines, rocket propelled grenades, and other battlefield munitions. 

 

 

ISSUE:

This acquisition is targeted to specifically replace existing suits purchased in 2007 that have exceeded the manufacture’s 5 year ballistic shelf life.  This equipment sustains the team’s capability to render safe improvised explosive devices and remove injured civilians or responders from a blast zone.  Utilizing this type of personal protective equipment allows for the immediate mitigation of the threat of improvised explosive devices and reduces the amount of time an area is restricted from normal activity and has the capability to prevent the incident from expanding.

 

All new equipment has a 5 year ballistic shelf life.  All equipment is covered by a 1 year warranty. 

 

The modular suits are in compliance with Federal Bureau of Investigation and National Bomb Squad Commander’s Advisory Board requirements.

 

The Small Business Economic Development Advocacy Ordinance requirements were waived due to the lack of qualified small, minority, or women-owned businesses available to provide the goods and services.

 

A.                     There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.

 

B.                     This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program Ordinance does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

Should this contract not be approved, the San Antonio Police Department will be required to request assistance from law enforcement agencies, which will increase response times to these incidents.  SAPD will potentially lose the Grant funding allocated and may lead to the Police Department Bomb Technicians not having suitable EOD suit protection or equipment.

 

 

FISCAL IMPACT:

The total cost for this purchase is $73,592.00.  Funding for this contract will be 100% provided from the Federal 2014 Urban Area Security Initiative (UASI) Grant scheduled to expire June 30, 2016.

 

 

RECOMMENDATION:

Staff recommends the approval of the contracts with Med-Eng, LLC for a total value of $73,592.00.

 

Item A was procured on the basis of a low bid a Contracts Disclosure Form is not required.

 

Item B was procured on the basis of the GSA Advantage Program and a Contracts Disclosure Form is not required.
