SUBJECT:

Construction Contract for Storm Water Outfall Repairs at San Antonio International Airport


SUMMARY:

This Ordinance authorizes a construction contract with Pesado Construction Company for the repairs to storm water outfalls throughout the San Antonio Airport System in the amount of $661,099.00, funded by Aviation Capital Improvement Funds.


BACKGROUND INFORMATION:

In May 2013, the Aviation Department commissioned an assessment of the storm water outfalls for both airports in the San Antonio Airport System. The assessment identified several outfalls that had degraded and provided preliminary engineering recommendations with estimated costs.

This project will reconstruct six storm water outfalls at San Antonio International Airport to allow proper drainage of stormwater as well as allow for safe access for emergency personnel and environmental testing.

Solicitation
An Invitation For Bids was released on May 11, 2015. Six bids were opened on June 16, 2015. Freese & Nichols analyzed the low bids and determined Pesado Construction Company as the lowest responsive bidder. One bidder was deemed non-responsive for not using the revised bid form that was distributed with Addendum 3.

Small Business Economic Development Advocacy (SBEDA) Program
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.
