BACKGROUND INFORMATION:

The City of San Antonio’s Transportation & Capital Improvements Department is requesting to declare as surplus and sell 17 vacant tracts of City-owned real property in Council District 3, as shown on Exhibit "A".  In March 28, 2013, the City purchased these 17 residential lots as part of the Affordable Showcase of Homes Program located in southeast San Antonio in the Highland Heights Subdivision. The Program has since been closed and the City has no further need for the properties. If approved, the City of San Antonio will dispose the property in accordance with Chapter 272 of the Local Government Code.

ISSUE:

Consideration of a Resolution authorizing a request by the City of San Antonio’s Transportation & Capital Improvements Department to declare as surplus and sell 17 City-owned properties in Council District 3.

ALTERNATIVES:

The approval of this request will allow these properties to be placed on the tax rolls, generate revenue for the taxing entities and have the City of San Antonio discontinue the maintenance of the properties. Disapproval of this request would leave the property vacant and unused. In addition, the City of San Antonio would continue to be responsible for the maintenance of the properties.

FISCAL IMPACT:

There is no fiscal impact at this time since the properties will be appraised and marketed after they are declared as surplus to the City of San Antonio’s needs.

RECOMMENDATION:

Staff recommends approval to declare as surplus and sell 17 vacant tracts of City-owned real property.
