Presentation and discussion on performance of the City of San Antonio and San Antonio Economic Development Foundation Public Private Partnership 2010-2015.


SUMMARY:

Wayne Peacock, EVP at USAA will represent the 2008 Mayor's Sub-Committee on Retention and Recruitment and present findings of an assessment of the performance and effectiveness of the City of San Antonio and San Antonio Economic Development Foundation public-private partnership for fiscal years 2010-2015.


BACKGROUND INFORMATION:

In the summer of 2008, then Mayor Phil Hardberger convened the Corporate Retention and Recruitment Sub Committee co-chaired by Wayne Peacock, USAA, and David Zachry, Zachry Corporation, to initiate efforts to enhance the City's focus on corporate retention and recruitment. The Sub-Committee included: Kim Lubel, CST; Berto Guerra, Avanzar Interior Technologies; Ken Halliday, Silver Ventures; Elaine Mendoza, Conceptual Mindworks; and Graham Weston, Rackspace. The Sub Committee was charged with the development of a community-wide long range vision and strategic plan, an enhanced economic development structure and workflow and the maximization of resources allotted to economic development activities.

As a result of their recommendations, the City of San Antonio entered into a 5-year agreement with the San Antonio Economic Development Foundation (SAEDF) for a public-private partnership formalized in an Economic Development Service Agreement beginning in 2009 (FY2010). The Economic Development Agreement required an annually adopted Action Plan that set forth scope and metric for economic development marketing, recruitment and coordination of a corporate retention and expansion program. The Action Plan also required SAEDF lead the development and implementation of City of San Antonio Strategic Plan for Economic Development.
