SUBJECT:

Interlocal Agreement for License to install conduit and fiber optic cabling in City Right of Way to connect two county buildings


SUMMARY:

This action will authorize adoption of a License Agreement between the City of San Antonio and Bexar County to allow the County to install fiber optic cable, conduit, and other facilities between designated County facilities using City rights-of-way.


BACKGROUND INFORMATION:

The County requested a right-of-way license to install conduit and fiber optic cable between the County's Adult Detention Center located at 200 N. Comal Street, San Antonio, Texas 78207, and the County's Video Visitation and Re-Entry Center located at 222 S. Comal Street, San Antonio, Texas.



ISSUE:

The ten year agreement allows the County to increase broadband capacity to meet the growing demands of county agencies for data and communications services in order to more efficiently conduct the daily business of county government. The non-exclusive license allows the City to receive compensation based on a fee structure, or at the county's option, the City would be compensated by an in-kind contribution that would grant the City 2 4-inch conduits and 4 fiber strands.



ALTERNATIVES:

Should this action not be approved, the County would need to contract for high speed fiber services from a third party communications provider. The City would forego revenue or the in-kind contribution of fiber conduit and fiber strands that could be used to extend future communication services to city facilities.



FISCAL IMPACT:
