Annual Contract for Software Maintenance and Support
SUMMARY:
This ordinance authorizes a software maintenance and support agreement with Sage Pursuits, Inc. dba Envision Technology Partners, Inc. to provide technical support for the San Antonio Metropolitan Health District’s enhanced San Antonio Immunization Registry beginning January 1, 2016 through December 31, 2016 in an amount not to exceed $41,000.00 with one year renewal option for a total estimated contract value of $83,000.00.
BACKGROUND INFORMATION:
The San Antonio Immunization Registry System (SAIRS) is a secure computerized immunization system operated by the San Antonio Metropolitan Health District. This system is designed to capture immunization information of a client over that person’s lifespan. The purpose of the SAIRS system is to improve the immunization status of all Bexar County residents by consolidating immunization information and sharing it with health care providers.
In July 2011, Metro Health successfully launched the enhanced San Antonio Immunization Registry System (eSAIRS). Enhancements to the immunization registry were implemented to address improved capacity to use and exchange information electronically in support of routine public health activities and emergency preparedness and response, enable the importation of immunization records from healthcare providers in the community and provide for more accurate calculation of vaccine coverage rates for Bexar County residents. This ordinance authorizes a software maintenance agreement with Sage Pursuits, Inc. dba Envision Technology Partners, Inc. provide maintenance technical support related to the eSAIRS software beginning January 1, 2016 through December 31, 2016 for an amount not to exceed $41,000.00.
The San Antonio Metropolitan Health District will have the option to extend this support agreement beyond the initial term for one additional year in an amount not to exceed $42,000.00.
ISSUE:
In July 2011, San Antonio Metropolitan Health District launched the new eSAIRS system with the purpose of improving the immunization status of Bexar County residents by consolidating immunization information and making it more accessible to healthcare providers in the community. This ordinance will authorize a software and maintenance agreement with Sage Pursuits, Inc. dba Envision Technology Partners, Inc. to provide technical support for the system beginning January 1, 2016 through December 31, 2016.
The maintenance and support services are being purchased as a Sole Source, according to the provisions of Texas Statutes Local Government Code 252.002.07 no other source can supply the item listed, nor can any comparable item fulfill the same requirement.
This contract is an exception to the SBEDA and Local Preference Programs.
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
Should this contract not be approved, the San Antonio Metropolitan Health District will not have access to expert technical support and maintenance should there be a need to correct any errors, malfunction or defects associated with the SAIR System.
FISCAL IMPACT:
Funding for year one, in the amount of $41,000.00 for the software and maintenance agreement with Sage Pursuits, Inc. dba Envision Technology Partners, Inc. is available and budgeted within the General Fund.
RECOMMENDATION:
Staff recommends approval of the ordinance authorizing the software and maintenance agreement with Sage Pursuits, Inc. dba Envision Technology Partners, Inc. to provide technical support and maintenance of San Antonio Metropolitan Health District’s enhanced San Antonio Immunization Registry System.
This contract is procured by means of an exemption and a Contracts Disclosure form is not required.
