Brush Trucks

 

 

 

SUMMARY:

 

An ordinance accepting the offer from Siddons-Martin Emergency Group, LLC to provide two Dodge 5500 Type 6 Brush Trucks for a total cost of $355,994.00 for the San Antonio Fire Department. Funding is available from the FY2016 Adopted Capital Budget appropriation for the South Annexation.

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Siddons-Martin Emergency Group, LLC utilizing the HGAC cooperative contract number HT06-14 to provide two Dodge 5500 Type 6 Brush Trucks funded through the FY2016 Adopted Capital Budget appropriation for the South Annexation at a total cost of $355,994.00.

 

This contract will provide the San Antonio Fire Department with two additional brush trucks to support response to emergencies in areas that are not accessible by conventional Type 1 fire engines. These brush trucks are lighter, smaller and more agile four wheel drive units which allows increased access to remote wildland areas. These units shall be used to fight wildland brush fires in the newly annexed southern areas. There are nine brush trucks currently in service with a life expectancy of 96 months. 

 

 

 

 

ISSUE:

 

This contract will provide the City of San Antonio Fire Department with two new brush fire trucks to assist in fighting fires and other emergency response requirements.

 

These units will be purchased from Siddons-Martin Emergency Group, LLC utilizing the Houston-Galveston Area Council (HGAC) cooperative contract number HT06-14. This purchase is made in accordance with the Houston-Galveston Cooperative Program passed on resolution 96-41-48 dated 10/10/1996.

 

The Houston-Galveston Cooperative Program is administered by the Houston-Galveston Area Council Cooperative.  All products and services included in this cooperative were competitively bid and awarded by the Cooperative’s Board of Trustees based on Texas statutes.

 

The cab & chassis are covered by a three year / 36,000 mile warranty.  The engine and transmission are covered by a five year/100,000 mile warranty.

 

The SBEDA Ordinance requirements were waived due to the lack of qualified small, minority, or women-owned businesses available to provide the required goods.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

 

The current nine brush fire trucks are assigned to other sections of the City. Relying on these nine brush trucks alone for the newly annexed areas could lead to the department’s inability to provide essential services.

 

 

 

FISCAL IMPACT:

 

The total cost for this contract is $355,994.00 which will be funded utilizing the FY2016 Adopted Capital Budget appropriation for the South Annexation.

 

 

 

RECOMMENDATION:

 

Staff recommends the approval of this purchase of two Dodge 5500 Type 6 Brush Trucks with Siddons-Martin Emergency Group, LLC for a total cost of $355,994.00.

 

This contract is procured by means of cooperative purchasing and a Contract Disclosure Form is not required.
