Purchase of One Ambulance

 

 

SUMMARY:

 

An Ordinance authorizing a $190,250.00 amendment to the contract with Mac Haik Dodge Chrysler Jeep to provide one additional Turnkey Type I Ambulance funded from the FY2016 Adopted Capital Budget appropriation for the South Annexation.

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is an amendment for the purchase of one Turnkey Type I Ambulance.  City Council previously approved a contract with Mac Haik Dodge Chrysler Jeep on June 18, 2015 through Ordinance 2015-06-18-0530 for a cost of up to $3,976,250.00.  The previously approved contract allows the City to order additional vehicles through December 31, 2015 under the same terms and conditions. Attached is the tabulation of the Request for Offer (RFO) issued in April 2015 for the purchase of 21 Turnkey Type I Ambulances.  This contract has been amended to add one additional Turnkey Type I Ambulance for a cost of $190,250.00 to support the South Annexation.

 

This contract will provide the San Antonio Fire Department, Emergency Medical Services Division (EMS) with one additional ambulance body to be installed on a Dodge 4500 cab and chassis truck. Currently, the Fire Department, EMS Division utilizes sixty-one units, which are composed of thirty-three frontline units, eight peak period units, with twenty units in reserve. The life expectancy of the new equipment is 96 months. The additional ambulance will provide service for the newly annexed South San Antonio areas.

 

 

 

ISSUE:

 

This contract amendment will provide one Turnkey Type I Ambulance as an additional unit to the City’s fleet for a total of sixty-two ambulances. This vehicle will be utilized by San Antonio Fire Department and will provide support for the Emergency Medical Services Division advanced life support program for the residents of the City of San Antonio and surrounding areas.

 

This purchase is made in accordance with the Houston-Galveston Cooperative Program passed on Resolution 96-41-48 dated 10/10/1996.

 

This unit will be purchased from Mac Haik Dodge Chrysler Jeep, utilizing the Houston-Galveston Area Council (HGAC) cooperative contract number AM10-14.

 

The Houston-Galveston Cooperative Program is administered by the Houston-Galveston Area Council Cooperative.  All products and services included in this cooperative were competitively bid and awarded by the Cooperative’s Board of Trustees based on Texas statutes.

 

The cab and chassis has a 100,000 mile/5 year powertrain and a 36,000 mile/36 month bumper to bumper warranty. The ambulance body has a lifetime module warranty.

 

The SBEDA Ordinance requirements were waived due to the lack of qualified small, minority, or women-owned businesses available to provide the required goods.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

 

 

ALTERNATIVES:

 

Should the additional ambulance not be authorized for purchase, the Fire Department’s ability to provide advanced life support for the south annexation could be impacted. The alternatives are to continue to use the vehicles currently available and incur increasing maintenance costs or to limit access of the services, compromising public health and emergency medical services coverage for the entire City.

 

 

 

FISCAL IMPACT:

 

The total cost for this contract is $190,250.00 which includes a $1,000.00 Houston-Galveston Area Council (HGAC) cooperative contract fee. Funding is available from the FY2016 Adopted Capital Budget appropriation for the South Annexation. 

 

 

 

 

RECOMMENDATION:

 

Staff recommends approval of the amendment to purchase one additional Turnkey Type I Ambulance with Mac Haik Dodge Chrysler Jeep for the total cost of $190,250.00.

 

The original contract was procured by means of cooperative purchasing and a Contracts Disclosure Forms is not required.
