Replacement Chevrolet Tahoe Police Pursuit Vehicles

 

 

 

SUMMARY:

 

An ordinance accepting the offer from Caldwell Country Chevrolet to provide eight replacement Chevrolet Tahoe Police Pursuit Vehicles for the San Antonio Police Department. Funding in the amount of $283,120.00 is available from the Equipment Renewal and Replacement Fund (ERRF).

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Caldwell Country Chevrolet to provide the San Antonio Police Department with eight Chevrolet Tahoe Police Pursuit Vehicles for a total cost of $283,120.00.  These units will be purchased utilizing the Buyboard cooperative contract number 430-13. These patrol units are full sized SUVs that are used by the K-9 division and gross vehicle weight (GVW) highway regulation enforcement activities performed by the San Antonio Police Department.  The functions of these vehicles require a larger layout for equipment than what is provided in the standard issue Ford Explorer Interceptor Police Pursuit Vehicle. Through extensive testing and evaluation the San Antonio Police Department and San Antonio Police Officers’ (SAPOA) Labor Relations Committee (LRC) unanimously chose the Chevrolet Tahoe Police Pursuit Vehicle. The recommendation to purchase Chevrolet Tahoe Police Pursuit Vehicle was presented to the Public Safety Council Committee on April 30, 2013.

 

 

 

 

ISSUE:

 

This contract will provide a total of eight replacement Chevrolet Tahoe Police Pursuit Vehicles: six K-9 vehicles and two GVW highway enforcement vehicles for the Police Department. 

 

This purchase is made in accordance with the Local Government Purchasing Cooperative passed on Ordinance 97097, dated 1/30/2003.

 

These vehicles will have a 3-year/36,000 mile bumper-to-bumper warranty and 5-year/100,000 mile power train warranty.

 

The SBEDA Ordinance requirements were waived due to the lack of qualified small, minority, or women-owned businesses available to provide the required goods.

 

The recommended award is an exception to the Local Preference Program (LPP).

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

 

All of the replaced equipment has met or will meet its age or mileage requirement cycles before replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to the department’s inability to provide essential services.

 

 

 

FISCAL IMPACT:

 

The total cost of this contract is $283,120.00 which includes a $400.00 Buyboard fee.  Funding is available from the Equipment Renewal and Replacement Fund (ERRF).

 

 

 

RECOMMENDATION:

 

Staff recommends the approval of the contract with Caldwell Country Chevrolet to provide eight replacement Chevrolet Tahoe Police Pursuit Vehicles for a total cost of $283,120.00. 

 

This contract was procured on the basis of a cooperative purchasing and a Contracts Disclosure Form is not required.
