SUBJECT:

The reciprocal exchange of real property owned by the City of San Antonio with privately-owned real property and the closure, vacation, and abandonment of portions of Jackson Street and Buffalo Run Street to facilitate the Downtown Streets Reconstruction project at San Pedro/Main/Navarro/Soledad into a roundabout design.

SUMMARY:

A) A resolution recommending a reciprocal exchange of 0.171 acres of City-owned real property located in N.C.B. 789 on the east side of Jackson Street along the north side of Buffalo Run and the west side of Main Avenue for the acquisition of 0.138 acres of privately-owned real property, located on San Pedro between Quincy and Main Avenue for the Downtown Streets Reconstruction project. This acquisition and exchange of property is located in City Council District 1.

B) A resolution recommending the closing, vacating and abandoning 0.171 acres from portions of 3 parcels of real property owned by the City of San Antonio located on the east side of Jackson Street and the north side of Buffalo Run Street.

C) A resolution recommending an air space easement for a portion of a parking garage to be constructed over City of San Antonio right of way along San Pedro Avenue.




BACKGROUND INFORMATION:

The Downtown Streets Reconstruction project includes full reconstruction of the intersection of San Pedro Ave and N Main Ave. This is a 5-leg intersection, two of the legs being N Main, the other three being San Pedro, Camden, and Navarro. The reconstruction will include raised medians to better facilitate traffic and pedestrians. This design consists of a roundabout which allows more movements; improves navigation; removes angle accidents; provides gateway opportunities for more visitors to the downtown area, and additionally creating more green space.
