SUBJECT: Briefing and discussion on Resident Retention Subcommittee Work Plan and potential policies for the protection of existing mobile/ manufactured home communities and residents.

SUMMARY: This item will include A) a briefing and discussion on the Subcommittee work plan, and B) initial briefing and discussion on potential policies for the protection of existing mobile/ manufactured home communities and residents.

BACKGROUND INFORMATION: On October 27, 2015 the Housing Commission to Protect and Preserve Dynamic and Diverse Neighborhoods established the Resident Retention Subcommittee in order to discuss relevant items on the Commission's FY 2016 Work Plan and to develop recommendations to bring back to the Commission for possible action. The Subcommittee includes six (6) members from the Housing Commission: Jennifer Gonzalez (Chair), Natalie Griffith (Vice-Chair), Jackie Gorman, Jim Bailey, Carol Rodriguez, and Richard Milk.

According to the FY 2016 Work Plan, the Resident Retention Subcommittee will:

* Develop policy recommendations to provide targeted property tax relief for long-time residents, preserve and create affordable housing, increase economic opportunities, and improve services to residents.
* Explore the development of community land trusts to provide owner-occupied housing for low and moderate income households in higher cost areas.
* Develop tools specifically for the protection of existing manufactured home communities and residents.

ISSUE:
A) An electronic survey was distributed to Subcommittee members to gauge interest in potential staff briefing items and support for various recommendation options. Staff will provide a briefing on the results of this survey. The briefing will be followed by Subcommittee discussion.
