Consolidated Funding Process for Fiscal Year 2017 and Fiscal Year 2018


SUMMARY:

The purpose of this item is to provide the Housing Committee with an overview of the FY 2017 and FY 2018 Human and Workforce Development Consolidated Funding Process to include a calendar of events that will take place between January and September 2016.

BACKGROUND INFORMATION:

The City of San Antonio currently funds 65 agencies and 104 programs through the Human and Workforce Development Services Consolidated Funding Process.

Agencies apply for funding by responding to a Request for Proposal (RFP), managed by the Departments of Human Services and Economic Development. Since 2005, the City began a two-year Consolidated Funding Request for Proposal (RFP) for Human and Workforce Development services. This two-year consolidated funding process streamlines the application process for eligible agencies and facilitates the contract monitoring process. The Mayor and City Council provide staff with policy direction to guide City staff in developing funding recommendations for each fiscal year.

In the FY 2016 Budget, $21 million is allocated to Human and Workforce Development Services investments through multiple funding sources. These funding sources include the General Fund ($19 million), Emergency Solutions Grant (ESG) ($744,500), and Housing Opportunities for Persons with AIDS (HOPWA) ($1.2 million). Awarded agencies receive a one-year contract with the option to renew for one additional year based on performance and funding availability.

ISSUE:
