Contract Award: Citywide Bridge- Ashley Pedestrian Bridge project

 

 

SUMMARY:

 

An ordinance for the Ashley Pedestrian Bridge project, a 2012 General Obligation Bond-funded project, accepting the lowest responsive bid and awarding a construction contract to Winters Construction, Inc., in the amount of $632,681.00, for construction of a pedestrian Bridge, located in Council District 3. 

 

 

BACKGROUND INFORMATION:

 

Project Background

The City-Wide Bridge Project is a $23.4 million, 2012 - 2017 General Obligation Bond funded project intended to replace City owned bridge structures rated as deficient, either due to compromised structural integrity, insufficient drainage capacity, or inadequate traffic provisions, or a combination.

 

The City initiated a bridge selection process to create a short-list of recommended bridges. This selection process entailed an evaluation of the 2011 Texas Department of Transportation (TxDOT) San Antonio District Off-System Bridge list and TxDOT's National Bridge Inventory, to help identify bridges with the greatest potential for improvement. Based on the evaluation of these lists, the Ashley Street Bridge was selected, due to its aged structure.

 

This Project provides construction of a pedestrian bridge to replace the existing bridge structure, addition of two cul-de-sacs at the intersections of Ashley and Acequia and Ashley and Roosevelt, improved pavement section and bicycle lanes.  Project construction is anticipated to begin March 2016 and estimated to be completed by August 2016.

 

PROCUREMENT OF SERVICES:

This Project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website, and the Texas Electronic State Business Daily in November 2015. Bids for this project were opened on December 22, 2015 and ten (10) bidders responded.  Of these, Winters Construction, Inc Company submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as Attachment 2.

 

Winters Construction has agreed to meet a 16% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a waiver was granted on the 1% African American Business Enterprise subcontracting goal.


This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $632,681.00 authorized payable to Winters Construction, Inc, for construction of Ashley Pedestrian Bridge, a 2012 General Obligation-funded project, located in Council District 3. 

 

This contract provides for construction of a pedestrian bridge to replace the existing bridge structure, addition of two cul-de-sacs at the intersections of Ashley and Acequia and Ashley and Roosevelt, improved pavement section, and bicycle lanes.  Project construction is anticipated to begin in March 2016 and is estimated to be completed by August 2016.

Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2012-2017 General Obligation Bond funded projects.

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project and funding.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $632,681.00 authorized payable to Winters Construction, Inc.  Funds are available from the 2012 General Obligation Bonds and are included in the in the FY 2016-2021 Capital Improvement Program Budget.

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $632,681.00 authorized payable to Winters Construction, Inc for construction of Citywide Bridge-Ashley Pedestrian Bridge.
