Medium and Heavy Duty Trucks

 

 

 

SUMMARY:

 

This ordinance authorizes acceptance of bids from Grande Truck Center, Doggett Freightliner of South Texas, LLC and Santex Truck Center, LTD to provide 19 medium and heavy duty trucks for a total cost of $2,090,386.24.  Funding for this purchase is available from the Equipment Renewal and Replacement Fund (ERRF) and Airport Operations and Maintenance Fund.

 

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the tabulation of six competitive bids to provide 19 replacement medium and heavy duty trucks for a total cost of $2,090,386.24.  The medium and heavy duty trucks includes fifth wheel tractor trucks, a grappler truck, a brush dump body truck, various dump trucks and utility bed/lubrication body trucks. 

 

The Invitation for Bid (IFB) was evaluated based on the published bid specifications.  The low bids for items 2, 3 and 9 were submitted by Silsbee Ford but were deemed not as specified since warranty parts and service were not available within a 50 mile radius of San Antonio City Hall from and by a factory-authorized dealer. Low responsive bids for items 2, 3 and 9 are recommended for award to Grande Truck Center which is a local business.  Therefore, application of the Local Preference Program was not required. 

 

Low bids for items 5, 6, 8 and 10 are recommended for award to Doggett Freightliner of South Texas, LLC and Santex Truck Center, LTD which are both local businesses. Therefore, application of the Local Preference Program was not required.

 

The low bid for item 7 was submitted by Santex Truck Center, LTD but was deemed not as specified since major warranty service is not available within a 50 mile radius of San Antonio City Hall from and by a factory-authorized dealer.  The low responsive bid for item 7 is recommended for award to Grande Truck Center which is a local business. Therefore, application of the Local Preference Program was not required.  Items 1 and 4 were deleted and will be bid at a later time.

 

This equipment will be utilized by Aviation, Parks and Recreation, Transportation and Capital Improvements and Solid Waste Management Departments to support the transport of earth and materials for various operations across the city.

 

 

 

 

ISSUE:

 

These contracts will provide the Aviation, Parks and Recreation, Transportation and Capital Improvements and Solid Waste Management Departments with 19 replacement units, The replacement of these units is consistent with the City’s Equipment Replacement and Renewal Fund (ERRF) program. 

 

The life expectancy for these trucks is 120 months.   

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

 

The current trucks and trailers scheduled for replacement have met or will meet their age and or mileage requirement cycles before they are replaced.  The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the vehicles incurring higher maintenance cost as a result of age or high mileage.  This could impact the City’s ability to provide essential services to the residents of San Antonio.

 

 

 

 

 

 

FISCAL IMPACT:

 

Funding is available for this purchase from the Equipment Renewal and Replacement Fund in the amount of $2,016,079.24 and Airport Operations and Maintenance Fund in the amount of $74,307.00.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of the three contracts to purchase 19 medium and heavy duty trucks from Grande Truck Center for a cost of $743,118.00, Doggett Freightliner of South Texas, LLC for a cost of $1,246,996.00 and Santex Truck Center, LTD for a cost of $100,272.24.  The total cost of this procurement is $2,090,386.24.

 

These contracts are procured on the basis of low bid and a Contracts Disclosure form is not required.
