IBAK Camera System

 

 

SUMMARY:

 

This ordinance authorizes a contract with Kinloch Equipment & Supply, Inc. for the purchase of one IBAK Camera System to retrofit a storm drain televising camera truck for a total cost of $140,500.99.  Funding for this purchase is funded through the Storm Water Operating Fund. 

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Kinloch Equipment & Supply, Inc., utilizing the Texas BuyBoard Cooperative Contract Number 421-13 effective October 1, 2013 - September 30, 2016 to provide one IBAK Camera System for a total cost of $140,500.99. 

 

The Transportation and Capital Improvements Department currently has two televising camera trucks used to inspect and inventory storm drains.  As a part of the FY2016 Storm Water Operating Budget, one-time funding was included to retrofit one of the trucks with equipment that is compatible with the newer truck mounted camera system.  By operating interchangeable equipment, equipment downtime will be minimized and resulting in increased investigations, reports and infrastructure inventory.

 

This contract will provide the Transportation and Capital Improvements Department - Storm Water Division with one IBAK Camera System to replace the existing Aries Camera that is not compatible with the City’s most current hardware and software system. This system will improve the current underground television drainage program.  This program collects data using televising and GPS equipment to locate, map and provide condition assessments of underground drainage infrastructure. 

 

ISSUE:

 

This unit will be purchased from Kinloch Equipment & Supply, Inc., utilizing the Texas BuyBoard Cooperative Contract Number 421-13.  This purchase will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance 97097, dated January 30, 2003.

 

The Texas BuyBoard Cooperative is administered by the Texas Municipal League.  All products and services that are part of this cooperative have been competitively bid and awarded by the Cooperative’s Board of Trustees based on Texas Statues.

 

The Small Business Economic Development Advocacy (SBEDA) ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide the goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved there could be an adverse impact to the production of the Underground Televising Program that could result in hazardous driving conditions due to undetected drainage infrastructure collapses not being identified.

 

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount not to exceed $140,500.99.  These funds are available from the Storm Water Operating Fund. 

 

 

 

RECOMMENDATION:

 

Staff recommends approval of this contract with Kinloch Equipment & Supply, Inc. for a total cost not to exceed $140,500.99.

 

This contract was procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
