An ordinance authorizing a Design-Build Services Agreement with SpawGlass in the amount not to exceed $55,760,000.00 for the design and construction of the Leslie Road Service Center and Southeast Service Center, Certificates of Obligation funded projects located in Council District 6 and Council District 2.


BACKGROUND INFORMATION:

Project Background
In a move to more efficiently provide City services, the City of San Antonio developed a service center master plan vision for FY2020, which was completed in July 2012 and presented to City Council. In this plan, the existing service centers, with the exception of the Toolyard and Callaghan, were to be closed and consolidated to one of four locations in each quadrant of the City. Solid Waste and Transportation and Capital Improvements would distribute assets and personnel among the four quadrants (Northeast-Toolyard; New Northwest-Leslie Road; Southwest-Callaghan; and New Southeast-SE Loop 410).

Procurement of Services
As required by state law, a two part solicitation process was used to select a Design-Build firm to complete design and construction services for the Leslie Road and Southeast Service Centers.
A Request for Qualifications (RFQ), the first phase of the two-phase solicitation process, was released in August 2015. This RFQ was advertised in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in August 2015. In addition, the bid announcement was made on TVSA and through the TCI Contract Services. Responses were due on October 2, 2015.
