SUBJECT:  Contract Award:  Redland Road South

 

 

SUMMARY:

An ordinance for the Redland Road South project, a 2012 Bond funded project, awarding a construction contract to S.J. Louis Construction in the amount of $8,698,345.59, of which $323,043.93 will be reimbursed by San Antonio Water System and $225,191.00 will be reimbursed by CPS Energy, located in Council District 10. 

 

 

BACKGROUND INFORMATION:


Project Background

On May 12, 2012 voters approved the 2012-2017 Bond Program which included $10,039,000.00 for improvements to Redland Road from Loop 1604 to Jones Maltsberger Road. The balance of the project funds approved by voters will be used for design services, environmental services, advertising, and project management. Any remaining funds are to be realized as bond savings.

This Project provides for reconstruction and widening of Redland Road to a four lane roadway with a continuous median, bike lanes, curbs, sidewalks, driveway approaches, traffic-signal improvements and drainage improvements as needed from Loop 1604 to Jones Maltsberger. 

The project also includes as part of the Interlocal Agreement with Bexar County, the construction of Bexar County’s Jones Maltsberger at Elm Creek Project (SC-28) which entails elimination of the low water crossing along Jones Maltsberger Road at Elm Creek and construction of sidewalks on the southeast side of Jones Maltsberger from Redland Road to Redhorse Range. Additive Alternate 1 would widen Jones Maltsberger to four lane roadway with left-turn lane, curbs, and sidewalks from Redland Road to Elm Creek.

A Public Meeting was held on June 9, 2014 at the Thousand Oaks Bible Church to provide a briefing on the project.  Project construction is anticipated to begin March 2016 and estimated to be completed by June 2017. Construction activities will take place from sun up to sun down.

Previous Council Action

 

City Council previously approved an Interlocal Agreement with Bexar County for the Jones Maltsberger at Elm Creek Project (SC-28) project on March 6, 2014 under ordinance number 2014-03-06-0132.

 

Procurement of Services

An invitation for bids was advertised in the San Antonio Hart Beat, on the City’s website and on the Texas Electronic State Business Daily in November 2015. Bids for this Project were opened on December 15, 2015 and six bidders responded.  Of these, S.J. Louis Construction submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as Attachment 2.

 

The Small Business Economic Development Advocacy (SBEDA) Program Goal Setting Committee set a 19% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African-American Business Enterprise (AABE) subcontractor participation for this contract.  The Economic Development Department approved a partial waiver submitted by S.J. Louis Construction, because the contractor demonstrated a good faith effort to provide subcontracting opportunities for small, minority and women-owned businesses.

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

Louis Construction in the amount of $8,698,345.59, of which $323,043.93 will be reimbursed by San Antonio Water System and $225,191.00 will be reimbursed by CPS Energy, located in Council District 10.

 

This Project provides for reconstruction and widening of Redland Road to a four-lane roadway with continuous median, bike lanes, curbs, sidewalks, driveway approaches, traffic-signal improvements and drainage improvements as needed from Loop 1604 to Jones Maltsberger. 

 

Project construction is anticipated to begin March 2016 and estimated to be completed by June 2017. Construction activities will take place six days a week, from sunrise to sunset.

 

 

ALTERNATIVES:

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project. 

 

FISCAL IMPACT:

This is a one-time capital improvement expenditure in the amount of $8,698,345.59, authorized payable to S.J. Louis Construction, of which $323,043.93 will be reimbursed by SAWS and $225,191.00 will be reimbursed by CPS Energy.  Funds are available from the 2012 General Obligation Bonds and Bexar County and are included in the FY 2016 - 2021 Capital Improvement Budget. 

 

RECOMMENDATION:

Staff recommends approval of this ordinance awarding a construction contract in the amount of $8,698,345.59 to S.J. Louis Construction, for construction of Redland Road South, a 2012-2017 Bond funded project.
