Contract Award:  (Construction Services) Fire Station 18 Replacement

 

 

SUMMARY:

 

An ordinance for the Fire Station 18 Replacement Project authorizing a construction contract with F.A. Nunnelly Co. in the not to exceed 4,337,200.00, a 2012 General Obligation Bond and Certificates of Obligation-funded Project, located in Council District 2.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 12, 2012, voters approved the 2012-2017 Bond Program which allocated $6,098,000 for the Fire Station 18 Replacement.

 

Built in 1956, the existing Fire Station 18 is located at 1463 South W.W. White Road. Over time the building has required more frequent and extensive repairs, and the building is reaching the end of its useful life. The new 14,900-square-foot fire station will include three apparatus bays, one EMS bay, one antique apparatus display bay with public art, a kitchen, dining and living areas, dormitories, offices, an exercise room, laundry rooms and associated site and utilities work. Project construction is anticipated to begin April 2016 and is estimated to be completed by April 2017.

 

Procurement of Services

A Request for Competitive Sealed Proposals (RFCSP) was released in December 2015.

This RFCSP was advertised in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily and on TVSA.  Responses were due on February 9, 2016 and three (3) responsive submittals were received. A selection committee consisting of representatives from the City Manager’s Office, Transportation and Capital Improvements and the San Antonio Fire Department evaluated and ranked the submissions and scored the proposals.  Scoring was based on the published evaluation criteria, which included Evaluation of Experience and Qualifications of the Prime Firm, Key Sub-Contractors and Key Personnel, Team’s Experience with San Antonio Region issues and past experience with City of San Antonio contracts, Price Proposal and participation in the SBE Prime Contractor Program.

 

Ten evaluation preference points were awarded F.A. Nunnelly, Co., as they are a certified SBE firm located within the San Antonio Metropolitan Statistical Area. F.A. Nunnelly has proposed a 13.77% Small Business Enterprise subcontracting goal, an 8.6% Minority/Women Business Enterprise subcontracting goal and a 0% African American Business Enterprise subcontracting goal.

 

 

ISSUE:

 

This ordinance for the Fire Station 18 Replacement, authorizing a construction contract with F.A. Nunnelly Co., in an amount not to exceed $4,337,200.00, a 2012-2017 Bond and Certificates of Obligation-funded project located in Council District 2.

 

The new fire station will include three apparatus bays, one EMS bay, one antique apparatus display bay with public art and dining and living accommodations.  Project construction is anticipated to begin in April 2016, and is estimated to be completed by April 2017.

 

 

ALTERNATIVES:

 

As an alternative, this project could be delivered utilizing another delivery method.  However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount not to exceed $4,337,200.00 payable to F.A. Nunnelly Co.  Funds are available from the 2012-2017 Bond and Certificates of Obligation and are included in the FY 2016- 2021 Capital Improvement Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a construction contract in the amount not to exceed $4,337,200.00 to F.A. Nunnelly Co., for the Fire Station 18 Replacement Project, located in Council District 2.
