Contract Award: (Construction) Fire Station 30 Replacement
SUMMARY:
An ordinance for the Fire Station 30 Replacement Project awarding a construction contract to Stokes Construction Company, in the amount of $3,930,000.00 a 2012-2017 Bond- funded Project located in Council District 2.
BACKGROUND INFORMATION:
Project Background
On May 12, 2012, voters approved the 2012-2017 Bond Program which included $5,906,000.00 for Fire Station 30 Replacement Project.
The existing Fire Station 30 was built in 1967 and is located at 919 Gembler Road. As the operational requirements of the station have grown, the existing facility was no longer able to provide adequate space or support for the expanded services provided by this station, and the station frequently requires maintenance and repairs. For this reason, a replacement for the station was included in the 2012 Bond.
A typical replacement project would involve acquiring a site at a nearby location for construction of the new station, allowing the existing station to remain in operation during construction of the new facility. In the case of Fire Station 30, property abutting the west side of the station was available for acquisition. It was determined that by acquiring the abutting property, the City would be able to realize savings on the real estate acquisition which would be best used for the amenities of the fire station. It was further determined that the existing station is structurally sound and could used in the construction of an expanded station. The existing fire station consists of 2,610 square feet. The new construction will add 12,889 square feet for a total of 15,499 square feet. The design of the entire facility ensures that the existing building is seamlessly incorporated into the aesthetics of the overall project and will consist of one contiguous building.
The project will be constructed in 2 phases. The first phase will include construction of the apparatus bays, a kitchen, dining and living areas, dormitories, offices, an exercise room, and a laundry room directly to west of the existing station. The existing station will remain in use during this phase of construction with no disruption of services.
At the completion of Phase 1, the station personnel currently housed in the existing building will move into the new facility. Then the second phase of the Project will begin which includes the renovation of the existing station to become the permanent EMS vehicle bay and personnel quarters. Once the second phase is complete, the EMS personnel will move into the remodeled portion of the building.
Construction is anticipated to begin April 2016 and estimated to be completed by June 2017.
Procurement of Services
This Project was advertised for construction bids in December 2015 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily and on TVSA. Bids for this project were opened on February 18, 2016 and nine (9) bidders responded. Of these, Stokes Construction Company, submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
Stokes Construction Company has proposed a 14.21% Small Business Enterprise subcontracting goal, an 11.34% Minority/Women Business Enterprise subcontracting goal, and a 0% African American Business Enterprise subcontracting goal.
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
ISSUE:
This ordinance for the Fire Station 30 Replacement Project awards a construction contract to Stokes Construction Company, in the amount of $3,930,000.00, a 2012-2017 Bond- funded Project located in Council District 2.
The completed fire station will consist of apparatus bays, a kitchen, dining and living areas, dormitories, offices, an exercise room, laundry room permanent EMS vehicle bay and personnel quarters. Construction is anticipated to begin in April 2016 and estimated to be completed in June 2017.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the total amount of $3,930,000.00, payable to Stokes Construction Company. Funds are available from the 2012-2017 Bond Program and 2016 Certificates of Obligation and are included in the FY 2016-2021 Capital Improvement Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance awarding a construction contract in the amount of $3,930,000.00, payable to Stokes Construction Company for construction of a new Fire Station 30 Replacement Project, a 2012-2017 General Obligation Bond-funded Project, located in Council District 2.
