Parks Annual Contract for Asphalt
SUMMARY:
This ordinance authorizes acceptance of the lowest qualified bid and awards a Labor and Material Contract for asphalt work in San Antonio parks for an estimated amount of $1,547,056.00 for a duration of up to three (3) years, as needed and in accordance with the annual adopted budget approved by City Council.
BACKGROUND INFORMATION:
The City of San Antonio utilizes annual contracts for procuring high volume repetitive purchases. Annual contracts are an efficient method of securing the best prices through volume purchasing and reducing large amounts of work related to the bid process. Utilization of annual contracts allows the City to procure numerous different commodities in support of the normal daily operations.
The formal competitive bid was advertised in The Hart Beat on January 27, 2016, and February 1, 2016, on the City's website and in the Electronic State Business Daily. Bids were opened on Tuesday, February 16, 2016, with four (4) bidders submitting their bid. Asphalt Inc. LLC dba Lone Star Paving Company was the lowest responsive bidder with a bid amount of $1,547,056.00.
This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program. The Goal Setting Committee set a 20% M/WBE subcontracting goal and a 3% AABE subcontracting goal. Asphalt Inc. LLC dba Lone Star Paving Company has committed to meeting the goals.
ISSUE:
This contract represents labor and asphalt material used by Parks & Recreation for repairs and ADA compliance.
ALTERNATIVES:
Should the City not approve this contract, the department would be required to purchase services on an as needed basis wherein increased cost due to non-contract buying could be realized. This could result in delays for repairs and ADA compliance of parks.
