CSF Air Wall Repair

 

 

 

SUMMARY:

 

This ordinance authorizes a contract with Hufcor, Inc. to repair the Air Wall system installed at the Henry B. Gonzalez Convention Center for the Convention and Sports Facilities Department for a one-time cost of $186,165.00.   Funding is available from the Alamodome Improvements & Contingency Fund.

 

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is the offer submitted by Hufcor, Inc. to repair the existing air wall system by removing existing wall track, panel carriers and panel leveling beams and providing and installing 465 feet of new Hufcor #57 aluminum wall track, 232 panel carriers and 116 panel leveling beams in the original exhibit halls in the Henry B. Gonzalez Convention Center for a total one-time cost of $186,165.00. 

 

The air wall repairs will occur in the Bridge Hall area of the Henry B. Gonzalez Convention Center.   This area was not included in the recent renovations at the Convention Center and is not scheduled for demolition.

 

The air walls are used to section off large exhibit halls into smaller space to maximize use of the convention facility space.

 

 

 

ISSUE:

 

This contract will provide repair of Hufcor, Inc. air walls currently installed at the Henry B. Gonzalez Convention Center.  The contractor will remove existing parts and provide 465 feet of new Hufcor #57 aluminum wall track, 232 panel carriers, and 116 panel leveling beams and will adjust the panels to ensure optimal working conditions. 

 

Hufcor, Inc. is the original equipment manufacturer who installed the air wall system at the Henry B. Gonzalez Convention Center in 1998.  The original engineered drawings are proprietary to Hufcor, Inc. and are required to perform the repairs of the air wall system.

 

These general repair services are being purchased as Sole Source according to the provisions of Texas Statutes Local Government Code 252.022.07. No other source can supply the repair services listed. Vendor acknowledges, with his/her signature, that all repair services offered are considered a Sole Source.

 

This contract is exempt from competitive bidding and is excluded from the scope of the SBEDA Program.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

 

Should this purchase not be approved, the Convention and Sports Facilities Department would not be able to repair the air wall system which could hinder the coordination of rooms as required for scheduling of events at the Henry B. Gonzalez Convention Center.  

 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Hufcor, Inc. to remove, repair and re-install existing air walls at the Henry B. Gonzalez Convention Center for a total cost of $186,165.00.  Funding is available from the Alamodome Improvements & Contingency Fund.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of this contract with Hufcor, Inc. to provide the Convention and Sports Facilities Department with the repair of Hufcor, Inc. retractable air walls installed at the Henry B. Gonzalez Convention Center for a total cost of $186,165.00. 

 

This contract was procured on the basis of sole source and a Contracts Disclosure Form is not required.
