SUBJECT:

 

Elmendorf Lake Playground Equipment and Poured in Place Surfacing

 

 

SUMMARY:

 

This ordinance authorizes contracts with The Playwell Group, Inc. to provide playground equipment, and Robertson Industries, Inc. to provide poured in place surfacing for a total one-time cost of $203,819.00.  Funding is available from the FY2016 Parks and Recreation adopted general operating budget associated with the playground replacement at Elmendorf Lake Park, located in City Council District 5.

 

 

 

BACKGROUND INFORMATION:

 

The City contracted with the San Antonio River Authority (SARA) for delivery of a new vision for Elmendorf Lake Park including its improvements and connectivity within the context of the Westside Creeks.  The project includes general park improvements such as walking trails, parking, and a grand entry and plaza along with best management practices featuring low impact development designs to address storm water impact to the lake.  The park revitalization reflects input from impacted stakeholder groups including the local neighborhood, Westside Creeks Coalition, and the Bexar Regional Watershed Management Committee whose mission is to address community flood control issues.  The improvements to Elmendorf Lake Park are slated for completion this summer. 

 

To enhance the full renovation of Elmendorf Lake Park, the Parks and Recreation Department is utilizing BuyBoard vendors consistent with the design for this park for complete playground replacement and site amenities.  Since BuyBoard contracts have been previously competitively bid and awarded, this minimizes the procurement lead time and can provide equipment and services in a timely manner to meet the scheduled completion date.

 

A.                     Submitted for City Council consideration and action is the offer submitted by The Playwell Group, Inc. in an amount of $140,565.60 for playground equipment at Elmendorf Lake Park utilizing the Texas BuyBoard contract number 423-13.  

 

B.                     Submitted for City Council consideration and action is the offer submitted by Robertson Industries, Inc. in an amount of $ 63,253.40 for poured in place surfacing at Elmendorf Lake Park utilizing the Texas BuyBoard number 423-13.  

 

 

 

 

ISSUE:

 

The Parks and Recreation Department will enhance the improvements to Elmendorf Lake Park through the purchase and installation of playground equipment and site amenities utilizing BuyBoard vendors consistent with the design for this park improvement project.

 

This purchase will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance No. 97097, dated January 30, 2003.  The Texas BuyBoard cooperative is administered by the Texas Municipal League.  All products and services that are part of this cooperative have been competitively bid and awarded by the Cooperative’s Board of Trustees based on the State of Texas statutes.

 

These contracts are within the scope of the Small Business Economic Development Advocacy (SBEDA) Program.  Due to the type of commodities/services being procured and the value of the contracts, no SBEDA tool is available.   Robertson Industries Tot Turf c/o Robertson Parks and Playgrounds is a small business enterprise.

 

These contracts are an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies and non-professional services contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

 

Existing BuyBoard contracts were utilized in order to provide equipment consistent with the design for Elmendorf Lake Park and meet the scheduled project completion date.  However, the playground equipment could be competitively bid out but may not result in a playground equipment configuration consistent with the current design.

 

 

 

FISCAL IMPACT:

 

This ordinance authorizes contracts with The Playwell Group, Inc. to provide new playground equipment in amount of $140,565.60 and Robertson Industries, Inc. to provide poured in place surfacing in the amount of $63,253.40 for a total cost of $203,819.00.  Funding is available in the FY2016 Parks and Recreation adopted general operating budget.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of contracts with The Playwell Group, Inc. and Robertson Industries, Inc. for a total one-time cost of $203,819.00.   

 

These contracts are procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
