SUBJECT:

 

Contract Award: Espada Road -Loop 410 to Ashley Rd.

 

 

SUMMARY:

Consideration of the following items related to the Espada Road - Loop 410 to Ashley Rd. Project, a 2012 - 2017 General Obligation Bond funded project, located in Council District 3:

A)                     An ordinance for the Espada Road - Loop 410 to Ashley Road Project accepting the lowest responsive bid and awarding a construction contract in the amount of $5,547,903.19 to J. Sanchez Contracting Inc., a 2012-2017 General Obligation Bond funded project, of which $850,781.44 will be paid for by SAWS, and $168,009.89 will be paid for by CPS Energy, located in Council District 3.

 

B)                     An ordinance amending the Professional Design Services Agreement with Pape-Dawson Engineers in the amount not to exceed $56,920.00 for additional Construction Phase Services related to the Espada Road - Loop 410 to Ashley Rd. Project, a 2012-2017 General Obligation Bond funded project, located in Council District 3.

 

 

BACKGROUND INFORMATION:

 

The Espada Road (Loop 410 to East Ashley Road) Project was included in the 2012-2017 Bond Program, and was part of the original Mission Trails Enhancement Project and is located within the limits of the recently designated World Heritage Site in San Antonio. As part of this designation, this project will be consistent with the World Heritage vision and aesthetics that are being developed in order to identify the sites and buffer areas. The characteristic elements to be use for this project will include the installation of colored paver bands along the street, decorative street lighting, iconic monuments, Mission Trails way-finding signage, and bike lanes and shared-use lanes as part of the Mission Trails hike and bike routes.

 

A)                     This project includes full-width reconstruction and widening of the street to accommodate shared use and dedicated bike lanes.  Other improvements will include new concrete curbs, concrete driveways, improved drainage facilities, and underground utility upgrades for water, sewer, and gas lines.

 

This project is located within the nationally listed Mission Parkway Historic District and is in compliance with the Texas Parks & Wildlife Code, Title 3, Chapter 26, which requires proper planning to minimize harm to land designated as a historic site/district. This project is also in coordination with the Mission Trails Oversight Committee, the San Antonio Parks Department, the National Park Service, and the San Antonio Area Tourism Council. Project construction is anticipated to begin May 2016 and estimated to be completed by June 2017.

 

B)                     This amendment in the amount not to exceed $56,920.00 to the Professional Design Services Agreement with Pape-Dawson Engineers is for Construction Phase Services related to the Espada Road - Loop 410 to Ashley Road Project. These services will allow the design consultant to remain involved in the project and ensure the projects successful completion. 

 

 Procurement of Services

 

This Project was advertised for construction bids in January 2016 in the San Antonio Hart Beat, the City of San Antonio Bidding and Contracting Opportunities website, Texas Electronic State Business Daily and on TVSA.  Bids for this project were opened on February 23, 2016 and nine (9) bidders responded. Of these, J. Sanchez Contracting, Inc. submitted the lowest responsive bid.

 

J. Sanchez Contracting, Inc. has committed to meeting a 17% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal.  J. Sanchez Contracting, Inc. has committed to 18.3 % M/WBE and 1.00% AABE subcontractor participation.

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

A) This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $5,547,903.19, to J. Sanchez Contracting, Inc. for the Espada Road. - Loop 410 to Ashley Road Project, a 2012-2017 bond funded project located in Council District 3.  Of this amount, $850,781.44 will be paid for by SAWS, and $168,009.89 will be paid for by CPS Energy for joint-bid utility work associated with the construction of the project, located in Council District 3.

    

B) This is a one-time capital improvement expenditure in the amount not to exceed $56,920.00 payable to Pape-Dawson Engineers to provide Construction Phase Services related to the Espada Road - Loop 410 to Ashley Road Project, a 2012-2017 General Obligation Bond funded project, located in Council District 3.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project and funding.

 

 

FISCAL IMPACT:

 

A)                      This is one-time capital improvement expenditure in the amount of $5,547,903.19,       authorized payable to J. Sanchez Contracting, Inc., of which $850,781.44 will be       reimbursed by SAWS, and $168,009.89 will be reimbursed by CPS Energy. Funds are      available from the 2012-2017 General Obligation Bonds, 2007-2012 Bond Savings, and 2012 Certificates of Obligation Bonds and are included in the FY 2016-2021 Capital Improvement Program Budget.

 

B)                     This is a one-time capital improvement expenditure in the amount not to exceed $56,920.00 payable to Pape-Dawson Engineers to provide Construction Phase Services related to the Espada Road - Loop 410 to Ashley Road Project.  Funds are available in previously authorized 2012 General Obligation Bond funds; and, included in FY 2016 - 2021 Capital Improvements Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance, accepting the lowest responsive bid and awarding a construction contract in the amount of $5,547,903.19, payable to J. Sanchez Contracting, Inc., and, approval of a $56,920.00 amendment to the Pape-Dawson Engineers Professional Design Service Agreement related to the Espada Road - Loop 410 to Ashley Road Project.
