Briefing on Greenway Trail Project Recommendations for 2015 Sales Tax Initiative Funding


SUMMARY:

Parks and Recreation staff will provide recommendations to City Council members for Linear Creekway Park projects to be funded by the Proposition 2 Sales Tax Initiative, passed by voters on May 9, 2015.


BACKGROUND INFORMATION:

On May 9, 2015, voters approved Proposition 2, a 1/8-cent sales tax up to $80 million, for the acquisition of open space and the development of linear parks along San Antonio's creekways. The revenue collected from the 2015 Proposition 2 Initiative will be used to build upon the accomplishments of past sales tax propositions, approved in 2000, 2005 and 2010.

The purpose of the Linear Creekway Parks Development Program (Proposition 2) is to acquire and utilize primarily floodplain property along San Antonio's waterways to build multi-use, paved trails to be included in the Howard W. Peak Greenway Trail System, providing for outdoor recreation and fitness opportunities, bike and pedestrian connectivity, and to the extent possible and practical, protection of San Antonio's creekways and watersheds.

Parks and Recreation staff have performed research and compiled a list of recommended Greenway Trail projects and budgets for Council consideration in conjunction with the FY 2016 mid-year budget amendments. In compiling the proposed list of projects, staff has sought to achieve:
* provide city-wide connectivity to the trail system,
* city-wide balance among the various creekways and tributaries,
* community access to trails and parks through neighborhood connections,
* enhancements to completed trails, and
* incorporation of Low Impact Development (LID) practices to enhance water quality, to the extent possible and practical
