Summary:

This item is to approve the artist recommendation for 2012-2017 Bond project for the District 10 Mud Creek. Artist recommendation: pre-qualified artist Leticia Huerta.

 

Background Information:

As the result of the City of San Antonio’s 2012-2017 Bond Program, Mud Creek in District 10 has been identified as a public art opportunity. On March 10, 2016 PASA completed the process to update new additions to the public art pre-qualified roster. In March PASA established an artist selection panel of four panelists: Sherri Dugas, Linear Creeks Parks Advisory Board, District 10 representative; Allison Cohen, Parks and Recreation Advisory Board, District 10 representative; Brandon Ross, COSA Parks and Recreation;  Theresa Larson, COSA Transportation Capital Improvements - Environmental; Eduardo Garcia, San Antonio Arts Commission.

 

The artist selection panel convened to review the public art opportunity and artist qualifications, evaluated and scored a shortlist of artists, reviewed and discussed finalists, and selected a finalist to interview. On April 27, 2016 the artist selection panel interviewed and recommended pre-qualified artist Leticia Huerta for the District 10 Mud Creek public art opportunity. The San Antonio Arts Commission: Public Art Committee approved the panel recommendation of pre-qualified artist, Leticia Huerta, on May 3, 2016.

 

Leticia Huerta is a nationally-recognized public artist based out of Helotes, Texas working in the public environment for the last 25+ years.

 

Issue:

The approval of this artist will authorize a design and fabrication contract in the amount of $150,000 for design, fabrication and installation.

 

Alternatives:                     

Should the artist not be approved, the artist selection panel for the District 10 Mud Creek would reconvene to choose an alternate artist.

 

Fiscal Impact:

The public art opportunity for the District 10 Mud Creek was approved by City Council and is funded through the one percent for public art allocation as part of the 2012-2017 Bond Program, Proposition 3: Drainage & Flood Control Improvements in the amount of $150,000. No additional funds will be encumbered.

 

Recommendation:                     

Staff recommends the approval of pre-qualified artist recommendation of Leticia Huerta for the 2012-2017 Bond Project District 10 Mud Creek based on the Public Art Policy & Guidelines Section D Artist Selection Criteria.

 

RELATED ACTION INCLUDES:

City Council approved recommended additions to the pre-qualified public art roster on March 10, 2016. The San Antonio Arts Commission: Public Art Committee approved the panel recommendation of pre-qualified artist, Leticia Huerta, on May 3, 2016.
