SUBJECT:

Potential San Antonio Fire and Police Department Bond Funded Projects

SUMMARY:

The Fire and Police Departments have identified eleven potential projects for consideration in the 2017 General Obligation Bond package.

BACKGROUND INFORMATION:

The San Antonio Police and Fire Departments have done preliminary work on identifying the infrastructure needs of the departments.  A number of police and fire facilities are in need of make-over, construction of additional training assets, or security upgrades.    Several Fire Department facilities have aged to the point where repair and modernization, even to fit modern fire apparatus, is not possible.  As a result, both departments have put together their priorities for the upcoming 2017 General Obligation Bond package.

The Department will be proposing the following projects in priority order for the 2017 package:

Center City Substation (to house 1 SAPD patrol section, property crimes detectives, Downtown Foot and Bike Patrol and Park Police HQ),

Two additional Police Substations (1 Northeast and the other Northwest),

New Facility for Ground Transportation, Sex Offenders Registration and Evidence Garage (this facility could be combined with the Center City Substation),

                     Reconstruct Training Academy Driving Track,

                     Training Academy Active Shooter Facility,

Training Academy Gas House,

The Fire Department will be proposing the following bond projects for the 2017 package:

                     Replacement of Fire Station 21

                     Replacement of Fire Station 24

                     Replacement of Fire Station 33

New facility for Firefighter Wellness and Medical Training

Conversion of the 2nd floor of the Fire Museum (to house Community Education Division and create an ADA compliant educational experience)

As the work continues this summer with the 2017 Bond Community Committees, both departments will continue to explore other options before the fall.

RECOMMENDATION:

Staff recommends that the Criminal Justice, Public Safety, and Services Council Committee support the Fire and Police Departments’ proposed 2017 General Obligation Bond projects.
