Committee discussion on the amount of City funding, if any, that could be provided to VIA Metropolitan Transit (VIA), the corresponding impact to VIA’s level of service and the implication on the City’s capital improvements program and service levels.

Committee discussion on the amount of City funding, if any, that could be provided to VIA, the corresponding impact to VIA’s level of service and the implication on the City’s capital improvements program and service levels. 

 

 

BACKGROUND INFORMATION:

 

During the February 24, 2016 Committee meeting, both the City and VIA provided information on the potential impacts to each agency’s level of service if the City’s 25 percent of the one-quarter cent ATD tax revenue, estimated at $16 million for FY2016,  was provided to VIA.   VIA presented improvement options to their bus service if funded with the City’s ATD funds.  City staff presented the transportation infrastructure programs and the 24 support positions funded in FY 2016 with ATD revenue.  City staff stated the implications of providing VIA the City’s ATD revenue would result in either reducing or eliminating the transportation infrastructure programs and support positions or identifying other City funding sources, which may result in the reduction or elimination of other City funded programs.  

 

 

ISSUE:

 

This meeting will continue the discussion on the amount of City ATD funding, if any, that could be provided to VIA, with a reiteration on the corresponding impact to VIA’s level of transit service as well as the implication on the City’s capital improvements program and service levels to include analyzing the City’s funding currently budgeted for the Traffic Signal System Modernization Program.

FISCAL IMPACT:

 

In FY 2016, the City anticipates to receive $16.0 million in ATD revenues to fund the following programs and 24 support positions.

                     Sidewalk Programs

                     Bike Facilities

                     Intersection Safety Improvements

                     Bus Pads

                     Pedestrian Safety Improvements

                     Traffic Signals

 

If VIA is provided the City’s ATD revenue, this may result in either reducing or eliminating the above infrastructure programs and the 24 support personnel positions or identifying other City funding sources, which may result in the reduction or elimination of other City funded programs.
