Professional Services Agreements for On-Call Environmental Remediation Services

 

 

SUMMARY:


An ordinance authorizing the execution of two on-call professional services agreements with SWS Environmental Services (SWS) and Rawhide Construction Services (Rawhide) each in an amount not to exceed $750,000.00 per contract, each for a term of one year with an option to renew one or both of the agreements for an additional one-year extension under the same terms and conditions for on-call environmental remediation services related to federal transportation projects, capital improvement bond projects, and other City projects, located citywide.  

 

 

BACKGROUND INFORMATION:

The Transportation & Capital Improvements Department (TCI), Environmental Management Division (EMD), assists TCI and other City departments with their property acquisitions and capital improvement projects, by assessing environmental impairments, performing environmental assessments, remediation of contaminated City property, and other general environmental consulting activities.  Staff utilizes these on-call environmental remediation contracts on an as-needed basis to assist with various remediation projects. 

 

A Request for Proposals (RFP) for Professional Environmental Remediation Services was released on January 15, 2016. Two firms responded and submitted their Statement of Qualifications (SOQ) on February 10, 2016.  A selection committee made up of City staff from the TCI and Parks and Recreation Departments evaluated and scored the SOQs based on the published evaluation criteria which included experience, background and qualifications of the firms, their subconsultants and key personnel, the firms' project approach and management plan, teams experience with San Antonio region issues, and price proposal.  The selection committee recommended that contracts be awarded to SWS Environmental (SWS) and Rawhide Construction Services (Rawhide).

 

ISSUE:

This ordinance authorizes the execution of two on-call professional services agreements with SWS Environmental Services (SWS) and Rawhide Construction Services (Rawhide) each in an amount not to exceed $750,000.00 per contract, each for a term of one year with an option to renew one or both of the agreements for on-call environmental remediation services related to federal transportation projects, capital improvement bond projects, and other City projects, located citywide.  

 

These contracts will allow staff to continue to address remediation strategies for capital projects and adhere to the current construction schedule.  The costs for environmental remediation for one project could range from $200,000.00 to $450,000.00; therefore, it is necessary for the Department to have several on-call contracts at the value of $750,000.00.  However, the City will make no minimum guarantee pertaining to the volume of work that may be expected from each consultant. 

 

Staff will utilize these on-call environmental remediation services on an as-needed basis to assist with various remediation projects.  The environmental remediation related work that may be performed through these agreements include but are not limited to the following:

 

                     Excavation, Transportation, and Disposal of Impacted Soils and Water.  This contract will address excavation, removal, stockpiling, transportation, and disposal of impacted soil and water from city streets, drainage ways, city-owned property, Right-of-Way (ROW) easements, and other properties. This task will be used for transportation and disposal of impacted media associated with federally- funded transportation improvement projects.

                     Removal, Transportation and Disposal of Asbestos Pipe.  This contract will address the asbestos pipe removal, transportation and disposal from the City’s transportation improvement projects.

                     Underground Storage Tank (UST) Removal/Disposal.  This contract will address the removal and disposal of USTs at City facilities and ROW properties.

 

Approval of this ordinance is consistent with City practices to address environmental issues in a safe and professional manner in accordance with Local, State and Federal environmental regulations.

 

 

ALTERNATIVES:

As an alternative, the City could release another Request For Proposal (RFP) for each project as needs are identified. However, this will result in delaying environmental remediation work, affecting project delivery schedules, and impeding the City’s ability to comply with Local, State and Federal environmental regulations.

 

FISCAL IMPACT:

Each of the agreements shall have a value not to exceed $750,000.00 annually.  No funds are appropriated by this action, funds for this contract shall be allocated from specific project funds at the time the work is required. Amounts will be transferred from available funding sources identified within the scope and source, as the projects assigned by various City departments. The City will make no minimum guarantee pertaining to the volume of work that may be expected from each consultant.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance, authorizing two professional services agreements for on-call environmental remediation services.
