SUBJECT:

Funding Agreement for Infrastructure Improvements at Stone Oak Parkway and Arrow Hill

SUMMARY:

An ordinance authorizing the execution of a funding agreement between the City of San Antonio and the Stone Oak Property Owners Association (Stone Oak POA) and accepting funds in the amount of $300,000.00 from the Stone Oak POA to fund the construction of infrastructure improvements and the installation of a new traffic signal, at the intersection of Arrow Hill and Stone Oak Parkway.

BACKGROUND INFORMATION:

Stone Oak POA has agreed to partner with the City to complete infrastructure improvements to include the installation of a traffic signal at the intersection of Stone Oak Parkway and Arrow Hill in an effort to ensure the efficient flow of traffic through that intersection and in the surrounding area.

Stone Oak POA shall provide funds to the City not to exceed $300,000.00 toward the total cost to be incurred by the City to constructing the project.  Stone Oak POA funding shall be used for the construction of a traffic signal, purchasing necessary materials, construction of pedestrian infrastructure, and the construction of the infrastructure necessary to provide electrical power to the intersection.

ISSUE:

This ordinance authorizes the execution of a funding agreement between the City and the Stone Oak POA and to accept funds in the amount of $300,000.00 from the Stone Oak POA in order to complete the infrastructure improvements at the intersection of Stone Oak Parkway and Arrow Hill. The improvements will provide for a new traffic signal, ADA compliant sidewalk wheelchair ramps, audible pedestrian crosswalk signals, and improved street lighting at the intersection.  The new traffic signal will replace the existing all-way stop.

Construction is anticipated to begin June 2016 and estimated to be completed by December 2016.  Work will be completed and managed by the City using an existing task order based contract for traffic signal construction.

ALTERNATIVES:

City Council could choose not to authorize the agreement with the Stone Oak POA and not accept the funds.  However, this would result in infrastructure improvements not being completed unless the Stone Oak POA hires a contractor to complete the project or the City identifies an alternative funding source to construct the project shortfall.

FISCAL IMPACT:

This is a funding agreement to accept funds in the amount of $300,000.00 from Stone Oak POA to be made available for the construction of the infrastructure improvements at Stone Oak Parkway and Arrow Hill using one of the available task order based contracts.

RECOMMENDATION:

Staff recommends approval of this Funding Agreement to accept funds in the amount of $300,000.00 from the Stone Oak POA for the completion of the infrastructure improvements at the intersection of Stone Oak Parkway and Arrow Hill.
