Contract Award: Citywide Bridge- Crockett Bridge Project

 

 

SUMMARY:

 

An ordinance for the construction of the Citywide Bridge-Crockett Bridge Project, a 2012 General Obligation Bond-funded project, accepting the lowest responsive bid and awarding a construction contract in the amount of $1,828,399.50, authorized payable to Winters Construction, located in Council District 2. 

 

 

BACKGROUND INFORMATION:

 

Project Background


The City-Wide Bridge Replacement Project is a $23.4 million 2012 - 2017 Bond program funded Project intended to replace City owned bridge structures rated as deficient, either due to compromised structural integrity, insufficient drainage capacity, or inadequate traffic provisions, or a combination.

 

TCI initiated a bridge selection process to create a short-list of recommended bridges. This selection process entailed an evaluation of the 2011 Texas Department of Transportation (TxDOT) San Antonio District Off-System Bridge list and TxDOT's National Bridge Inventory to help identify bridges with the greatest potential for improvement. Based on the evaluation of these lists, seven bridges were selected for the 2012 City-Wide Bridge Replacement Project. The seven structures include: Shaenfield Road Bridge, Crockett Street Bridge, Ashley Road Bridge, Commerce Street Bridge, South Laredo Street Bridge, Bronco Drive Bridge, and Dreamwood Drive Bridge. Shaenfield Road Bridge was recommended to provide a bridge over Helotes Creek east of Loop 1604 to connect Terra Oak cul-de-sac to the Loop 1604 access road.

 

The Crockett Street Bridge was selected due to its severe structural damage and load capacity rating for vehicular traffic.  This bridge, known as a lenticular pony truss was built in 1891.  This Project will rehabilitate the existing steel truss bridge crossing the San Antonio Riverwalk at Crockett Street, by removing the concrete slabs and sidewalks, repairing and replacing parts under bridge, and removing, modifying and repairing the rail.  During the construction phase, Crockett Street will be closed and a detour route will be implemented to accommodate pedestrian and vehicular traffic. The detour route is attached.

 

Project construction is anticipated to begin August 2016 and estimated to be completed by June 2017. Construction activities will take place from 8 am to 7pm daily with no night work taking place.

 

Procurement of Services

This Project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website, and the Texas Electronic State Business Daily in February 2016.  Plans also were available for review by potential bidders at the office of Jacobs Engineering, located at 911 Central Parkway North, Suite 425.  Bids for this Project were opened on April 5, 2016 and four (4) bidders responded.  Of these, Winters Construction Company submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as Attachment 2.

 

Winters Construction has proposed Minority/Women-Owned Business Enterprise subcontractor participation of 11.48% to be completed by certified M/WBE businesses located within the San Antonio Metropolitan Statistical Area. 


This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance is for the construction of the Citywide Bridge-Crockett Bridge Project, a 2012 General Obligation Bond-funded project, accepts the lowest responsive bid and awards a construction contract in the amount of $1,828,399.50, authorized payable to Winters Construction, located in Council District 2. 

 

This Project will rehabilitate the existing steel truss bridge crossing the San Antonio Riverwalk at Crockett Street, by removing the concrete slabs underneath the pavement to reach the steel beams of the bridge. The sidewalks will be removed along with repairing and replacing parts under bridge, and removing, modifying and repairing the rail.  During the construction phase, Crockett Street will be closed and a detour route will be implemented to accommodate pedestrian and vehicular traffic. Project construction is anticipated to begin August 2016 and estimated to be completed by June 2017. Construction activities will take place seven days a week from 8 am to 7 pm daily with no night work taking place.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project and funding.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $1,828,399.50, authorized payable to Winters Construction.  Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2016-2021 Capital Improvements Program Budget

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $1,828,399.50 authorized payable to Winters Construction for construction of Citywide Bridge-Crockett Bridge Project.
