COUNCIL DISTRICTS IMPACTED: 1 and 2
SUBJECT:
An Ordinance authorizing the execution of a traffic study Reimbursement Agreement in an amount not to exceed $18,000.00 with Centro San Antonio.
SUMMARY:
City Council is being asked to consider an Ordinance authorizing the execution of a traffic study Reimbursement Agreement in an amount not to exceed $18,000.00 with Centro San Antonio within the Midtown TIRZ #31.
BACKGROUND INFORMATION:
On January 29, 2016, staff from Centro San Antonio (Centro) addressed the Midtown TIRZ #31 Board requesting funding support to complete a traffic study along a section of Broadway. Centro stated that they had private funding in place to conduct a traffic study along Broadway from Houston Street to Mulberry and Lion’s Field. Centro was requesting reimbursement funding for the section of Broadway from Mulberry to Hildebrand. These traffic studies are being conducted by M.I.G. and Parsons Brinckerhoff to develop an initial visioning concept effort that has support from cultural corridor representatives, art groups, and private property owners which have contributed funding to support the concept plan.
On February 26, 2016, the Midtown TIRZ #31 Board approved a Resolution authorizing the expenditure of up to $18,000.00 to conduct a traffic study on a section of upper Broadway Avenue and to authorize staff to negotiate and execute an Agreement with Centro San Antonio for such services.
ISSUE:
On April 29, 2016, the Midtown TIRZ #31 Board approved the execution of a Reimbursement Agreement, in substantial final form, with Centro San Antonio for a traffic study on upper Broadway for an amount not to exceed $18,000.00.
This Ordinance authorizes the execution of a Reimbursement Agreement, in substantial final form, with Centro San Antonio for a traffic study on upper Broadway for an amount not to exceed $18,000.00.
The traffic study supports the March 25, 2011 Midtown Master Plan and will be included in the Project Plan and Finance Plan for the TIRZ.
Chapter 311 of the Property Tax Code authorizes imputed administrative costs as an allowable project cost incurred by the City.
ALTERNATIVES:
City Council could decide not to authorize the Reimbursement Agreement with Centro San Antonio. If so, this could jeopardize Centro San Antonio’s overall concept development for the design, street improvements, and configuration of Broadway Street within the Midtown TIRZ #31, being conducted for a total cost of $175,000.00, as well as have a negative impact on supporting the March 25, 2011 Midtown Master Plan.
FISCAL IMPACT:
This Ordinance authorizes the reimbursement of a portion of a traffic study from the Midtown TIRZ #31 fund, as funds are available. There is no fiscal impact on the City’s General Fund.
RECOMMENDATION:
Staff recommends approval of an Ordinance authorizing the execution of a traffic study Reimbursement Agreement in an amount not to exceed $18,000.00 with Centro San Antonio within the Midtown TIRZ #31.
