 2016 Infrastructure Management Program (IMP) Sidewalk Projects Contract

 

SUMMARY:

An ordinance awarding the 2016 Infrastructure Management Program (IMP) Sidewalk Projects Contract to Allbrite Constructors of Texas, Inc. in an amount not to exceed $1,150,532.95, for the construction of eight (8) IMP sidewalk projects located throughout the City of which $27,367.50 will be reimbursed by San Antonio Water System for necessary adjustments to its existing infrastructure. 

 

 

BACKGROUND INFORMATION:

Project Background

During the FY 2016 Budget process, City Council approved $15 million to complete numerous sidewalk and pedestrian-related projects. As part of the department’s continuing efforts to expedite project delivery and complete sidewalk and pedestrian-related projects citywide, the Transportation & Capital Improvements Department has solicited bids for construction services and will be utilizing various construction companies to complete the construction of several sidewalk-related projects.     

 

This contract for sidewalk projects includes, but is not limited to, the construction of sidewalks, curbs, wheelchair ramps, retaining walls and any other work required for the completion of the assigned projects located throughout the City.  SAWS’ participation on these contracts is necessary in order to complete adjustments to its existing infrastructure within the project limits that impact City projects.  SAWS will reimburse its improvement costs to the City of San Antonio, based on the bid unit prices received per these construction contracts.

Funding for these Projects may include, but is not limited to, Advanced Transportation District (ATD), General Fund, Neighborhood Access and Mobility Program (NAMP) or other funding sources

 

The IMP Sidewalk Program currently is utilizing capacity from previously approved task order contracts.  This additional contract will help to expedite the delivery of these projects. 

 

Procurement of Services

This Contract was advertised for construction bids in April 2016, in the San Antonio Hart Beat, on the City’s website, and in the Texas Electronic State Business Daily. Bids were due on April 26, 2016 and ten bidders responded. Of these, Allbrite Constructors of Texas, Inc., submitted the lowest responsive bid.

 

Allbrite Constructors of Texas, Inc. is a small, business enterprise and has agreed to meet a 7% Minority/Women Business Enterprise (M/WBE) subcontracting goal, and a 2% African American Business Enterprise (AABE) Subcontracting Goal.

 

This Contract was developed utilizing the formal competitive bid process.  Therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

This ordinance awards the  2016 Infrastructure Management Program (IMP) Sidewalk Projects Contract to Allbrite Constructors of Texas, Inc. in an amount not to exceed $1,150,532.95, for the construction of eight (8) IMP sidewalk projects located throughout the City of which $27,367.50 will be reimbursed by San Antonio Water System for necessary adjustments to its existing infrastructure. 

 

This contract provides for the construction of sidewalk and pedestrian related projects to facilitate the completion of projects identified in the FY 2016 -FY 2020 IMP.  During the FY 2016 Budget process, City Council identified $15 million to complete numerous sidewalk and pedestrian-related projects.  This contract will be utilized to ensure the timely completion of those projects, along with any other sidewalk projects that materialize throughout the duration of these contracts. 

 

Construction for projects under this contract is anticipated to begin late June 2016 and is expected to be completed within 120 calendar days. 

 

 

ALTERNATIVES:

An alternative would be to individually bid out the Projects for construction.  However, construction bid prices could be higher than those estimated with the Contract and bidding the Projects individually would prolong the delivery of these projects.

 

Another alternative to construction of these Projects by these contractors is to utilize TCI in-house staff.  However, with the demands of completing the IMP, the Department does not have the capacity to handle the volume of projects that are contemplated to be completed by the task order contractor.

 

 

 

 

FISCAL IMPACT:

Funding for these projects may include, but is not limited to, Advanced Transportation District (ATD), Certificates of Obligation, or other funding sources

 

 

RECOMMENDATION:

Staff recommends approval of this ordinance, awarding a task order contract to Allbrite Constructors of Texas, Inc., in an amount not to exceed $1,150,532.95 for the 2016 IMP Sidewalk Projects.
