Purchase of Ford Interceptor Explorers

 

 

 

SUMMARY:

 

An ordinance accepting the offer from Silsbee Ford to provide four replacement and one add-on Ford Interceptor model Explorer Sport Utility Vehicles for the San Antonio Fire Department.  Funding in the amount of $135,286.75 is available from the Equipment Renewal and Replacement Fund (ERRF) and the Fire Department General Fund budget.

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer from Silsbee Ford to provide the San Antonio Fire Department with five Ford Interceptor model Explorer Sport Utility Vehicles for a total cost of $135,286.75.  These vehicles will be purchased utilizing the BuyBoard cooperative contract number 430-13 which offers the most advantageous pricing to the City. These units are mid-sized sport utility vehicles that will be utilized as emergency response/investigative units by San Antonio Fire Department command staff.  The Interceptor model Explorer is a purpose built response vehicle designed for public safety use offering enhanced protection, performance and durability.   

 

 

 

ISSUE:

 

This contract will provide the City of San Antonio Fire Department with four replacement and one add-on Ford Interceptor model Explorer Sport Utility Vehicles.  These units will be used by the Fire Department command staff for emergency response and support throughout the City.

 

This purchase is made in accordance with the Local Government Purchasing Cooperative passed on Ordinance 97097, dated 1/30/2003.

 

These vehicles will have a 3-year/36,000 mile bumper-to-bumper warranty and 5-year/100,000 mile power train warranty.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

 

 

ALTERNATIVES:

 

All of the replaced equipment has met or will meet its age or mileage requirement cycles before replacement.  The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to the department’s inability to provide essential services.

 

 

 

FISCAL IMPACT:

 

Funding in the amount of $107,909.40 is available from the Equipment Renewal and Replacement Fund (ERRF) and is designated to replace four units.  The Fire Department’s General Fund budget is adding one additional unit to their fleet in the amount of $26,977.35.  A BuyBoard cooperative fee of $400.00 is included in the total purchase amount of $135,286.75.

 

 

 

RECOMMENDATION:

 

Staff recommends the approval of the contract with Silsbee Ford to purchase five Ford Interceptor model Explorer Sport Utility Vehicles for a total cost of $135,286.75.

 

This contract was procured on the basis of a cooperative purchasing and a Contracts Disclosure Form is not required.
