SUBJECT: 

 

Pedestrian Crossing at Floyd Curl

 

 

SUMMARY:

 

Consideration of the following ordinances related to the Pedestrian Crossing at Floyd Curl Project:

 

(A)                     An ordinance authorizing the execution of a Funding Agreement between the City of San Antonio and University of Texas Health Science Center (UTHSC), accepting funds from UTHSC in the amount of $215,431.00 for the installation of a Pedestrian Hybrid Beacon on Floyd Curl Drive, between Wurzbach Road and Sid Katz Drive, to facilitate pedestrian traffic across Floyd Curl Drive, located in Council District 8.

 

(B)                     An ordinance approving a change order in the amount of $395,431.00 to EZ-Bel Construction for the installation of a Pedestrian Hybrid Beacon, placed along Floyd Curl Drive, between Wurzbach Road and Sid Katz Drive, to facilitate pedestrian traffic across Floyd Curl Drive, of which $215,431.00 will be paid by the University of Texas Health Science Center and $180,000.00 will be paid by the City through General Funds for the installation of the Pedestrian Hybrid Beacon.

 

 

BACKGROUND INFORMATION:

 

The installation of the Pedestrian Crossing at Floyd Curl will utilize the City construction contract with EZ-Bel Construction, the contractor for the Medical Center Intersection Improvements Project Phase IX.

 

The Medical Center Intersection Improvements Project is a multi-phase plan to facilitate traffic flow into and through the Medical Center by improving various high-volume intersections.  This Project will be executed in cooperation with the Medical Center Alliance (MCA), which has funded the planning, design, and related Right-Of-Way (ROW) acquisitions.  Each intersection redeveloped has been designed and constructed as an individual phase under the entire Medical Center Intersection Improvements Project.  Phases I-VIII are complete, as well as Phase IX-Babcock Road and Hamilton Wolfe.

During the time when the Phase IX Project was near construction completion, the City and UTHSC, with the cooperation of the MCA, identified the need to install a second Pedestrian Hybrid Beacon across Floyd Curl Drive between Wurzbach Road and Sid Katz Drive.  This dedicated pedestrian signal will be placed on Floyd Curl Drive to facilitate pedestrian traffic across Floyd Curl Drive, within the Medical Center area, to benefit the public.

 

The Pedestrian Hybrid Beacon, also known as High-Intensity Activated cross-WalK (HAWK) is an overhead flashing signal that is activated by pedestrians and utilizes yellow and red lights to warn and require drivers to stop when a pedestrian is crossing the roadway.  A similar system, originally included in the plans, was installed across Wurzbach Road near Merton Minter Street. 

 

ISSUE:

 

Consideration of the following ordinances related to the Medical Center Intersection Improvements Phase IX Project:

 

(A)                     This ordinance authorizing the execution of a Funding Agreement between the City of San Antonio and University of Texas Health Science Center (UTHSC), accepting funds from UTHSC in the amount of $215,431.00 for the installation of a Pedestrian Hybrid Beacon on Floyd Curl Drive, between Wurzbach Road and Sid Katz Drive, to facilitate pedestrian traffic across Floyd Curl Drive, located in Council District 8.

 

(B)                     This ordinance approving a change order in the amount of $395,431.00 to EZ-Bel  Construction for the installation of a Pedestrian Hybrid Beacon, placed along Floyd Curl Drive, between Wurzbach Road and Sid Katz Drive, to facilitate pedestrian traffic across Floyd Curl Drive of which $215,431.00 will be paid by the University of Texas Health Science Center and $180,000.00 will be paid by the City through General Funds for the installation of the Pedestrian Hybrid Beacon.

 

 

ALTERNATIVES:

 

(A)As an alternative, City Council could choose not to approve the execution of this Funding Agreement to authorize acceptance of funds from the UTHSC and elect not to execute the installation of the Pedestrian Hybrid Beacon system on the Project.

 

(B)As an alternative, City Council could choose not to approve the change order in the amount of $395,431.00 and not provide for the installation of the Pedestrian Hybrid Beacon system on the Project. 

 

 

FISCAL IMPACT:

 

(A)This Funding Agreement authorizes the acceptance of $215,431.00 for the installation of the Pedestrian Hybrid Beacon signal along Floyd Curl Drive between Wurzbach Road and Sid Katz Drive from University of Texas Health and Science Center and payable to the City.

 

(B)This is a one-time capital improvement expenditure in the amount of $395,431.00. Funding in the amount of $215,432.00 will be contributed from the UTHSC through a funding agreement and City funds in the amount of $180,000.00 will be utilized from General Funds.

 

 

RECOMMENDATION:

 

Staff recommends approval of the following ordinances:

 

(C)                     An ordinance authorizing the execution of a Funding Agreement between the City of San Antonio and University of Texas Health Science Center (UTHSC), accepting funds from UTHSC in the amount of $215,431.00 for the installation of a Pedestrian Hybrid Beacon on Floyd Curl Drive, between Wurzbach Road and Sid Katz Drive, to facilitate pedestrian traffic across Floyd Curl Drive, located in Council District 8.

 

(D)                     An ordinance approving a change order in the amount of $395,431.00 to EZ-Bel Construction for the installation of a Pedestrian Hybrid Beacon, placed along Floyd Curl Drive, between Wurzbach Road and Sid Katz Drive, to facilitate pedestrian traffic across Floyd Curl Drive of which $215,431.00 will be paid by the University of Texas Health Science Center and $180,000.00 will be paid by the City through General Funds for the installation of the Pedestrian Hybrid Beacon.
