Contract Award:  McCullough Ave Area Drainage

 

 

SUMMARY:

 

An ordinance for McCullough Ave Area Drainage Project, awarding a construction contract, including an additive alternate, to Jordan Foster Construction in the amount of $9,591,395.69, of which $1,645,962.50 will be reimbursed by San Antonio Water Systems (SAWS) and $442,372.00 will be reimbursed by CPS Energy, a 2012-2017 Bond-funded Project, located in Council District.

 

 BACKGROUND INFORMATION:

 

On May 12, 2012, voters approved the 2012 - 2017 Bond Program, which authorized $12,509,000.00 for the McCullough Ave Area Drainage Project.  On May 19, 2011, City Council approved the reallocation of approximately $47 million in 2007 - 2012 Bond Program savings.  Included in this reallocation was $1.85 million for the McCullough Ave Area Drainage Project.

 

Project Background

The McCullough Ave Area Drainage Project resulted from a drainage study, funded by the 2007 Bond Savings, to identify the source of the flooding on the lower level of Interstate Highway 35, and to evaluate possible solutions to alleviate storm water flooding on local City of San Antonio streets, and existing storm sewer systems.  The report includes data collection, hydrology and hydraulic analysis, development of conceptual design graphics, preliminary opinion of probable project costs and the evaluation of design alternatives. The proposed Project consists of a study area with approximate limits of the San Antonio River to the east, Brooklyn Avenue to the west, East Park Avenue to the north and IH 35 to the south.  The drainage study identified drainage improvements, including an underground storm sewer system and street improvements, throughout the study area.

 

The base bid of the McCullough Ave Area Drainage Project provides for the reconstruction of the pavement with curbs, sidewalks, driveway approaches and the underground drainage system of: Euclid Avenue from Brooklyn Avenue to Wilmington Avenue; Wilmington Avenue from Euclid Avenue to Elmira Street; Elmira Street from Wilmington Avenue to Newell Avenue; Newell Avenue from Elmira Street to Quincy Street and to outfall near the Newell Avenue Bridge to the SA River, as well as traffic signal improvements at St. Mary’s Street & Elmira Street.  The additive alternate of work extends the improvements on Erie by approximately 182-ft. 

 

A community meeting was held on November 3, 2015, to gain neighborhood input.  Coordination with the businesses and local residents will be made to maintain accessibility during construction and accommodations, such as providing temporary driveway access to residential and commercial properties and phasing the construction work to minimize traffic inconveniences to the traveling public, will be completed as required.

 

Procurement of Services

This Project was advertised for construction bids in March 2016 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA and through the TCI. Plans also were available for review by potential bidders at the office of HNTB, Corporation, 130 E. Travis, Suite 2001, San Antonio, Texas, 78205. Bids for this Project were opened on May 3, 2016 and six bidders responded. Of these, Jordan Foster Construction submitted the lowest responsive bid. A summary of the bid outcome is included as an attachment.

 

Jordan Foster has proposed to meet a 20% Minority/Women Business Enterprise (M/WBE) and 2% African American Business Enterprise (AABE) subcontracting goal.

 

 

ISSUE:

 

This ordinance for the McCullough Ave Area Drainage Project awards a construction contract, including an additive alternate, to Jordan Foster Construction in the amount of $9,591,395.69, of which $1,645,962.50 will be reimbursed by San Antonio Water Systems and $442,372.00 will be reimbursed by CPS Energy, a 2012-2017 Bond-funded Project located in Council District 1.

This Project consists of the reconstruction of the pavement with curbs, sidewalks, driveway approaches and an underground drainage system of: Euclid Avenue from Brooklyn Avenue to Wilmington Avenue; Wilmington Avenue from Euclid Avenue to Elmira Street; Elmira Street from Wilmington Avenue to Newell Avenue; Newell Avenue from Elmira Street to Quincy Street and to outfall near the Newell Avenue Bridge to the SA River, as well as traffic signal improvements at St. Mary’s Street & Elmira Street.  The additive alternate of work extends the improvements on Erie by approximately 182-ft.  Project construction is anticipated to begin in June 2016 and estimated to be completed by October 2017. Construction activities will take place six days a week, sunrise to sunset.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of this Project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $9,591,395.69, payable to Jordan Foster Construction. Of this amount, $1,645,962.50 will be reimbursed by SAWS and $442,372.00 will be reimbursed by CPS. Funds are available from the 2012-2017 General Obligation Bond, and are included in the FY 2016-2021 Capital Improvements Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $9,591,395.69, payable to Jordan Foster Construction, for construction of the McCullough Ave Area Drainage Project.
