Texas Historical Commission (THC) Travel Stipend Grant
SUMMARY:
This ordinance ratifies the submission of a grant application and authorizes acceptance of funds upon award, not to exceed $3,192.00, from the Texas Historical Commission (THC) for travel stipends to the National Alliance of Preservation Commission’s (NAPC) FORIM 2016 Conference.
BACKGROUND INFORMATION:
As part of its Certified Local Government (CLG) program, the THC is offering travel stipends for CLG representatives to attend the FORUM Conference in Mobile, Alabama, July 27 - 31, 2016. As a participating CLG, Office of Historic Preservation staff members qualify for the stipend which allows for reimbursement of travel costs.
The FORUM conference is focused on the needs and issues of preservation commissions and commission staff. The conference will provide valuable training for the Department’s duties related to staffing the Historic and Design Review Commission (HDRC).
ISSUE:
If awarded and accepted, eligible travel expenses for up to three staff members will be reimbursed by the THC, a value of $3,192.00. The City will pay all travel expenses up front, and then request reimbursement from the THC following the conference.
ALTERNATIVES:
To not apply for the grant and limit the number of staff members who may attend the conference.
FISCAL IMPACT:
No cash or in-kind match is required. Travel expenses will be paid up front from the Department’s Preservation Academy fund and the Department will be reimbursed upon request.
RECOMMENDATION:
Staff recommends that the City Council ratify the grant proposal and authorize the acceptance of the travel stipend.
