Contract Award: (Job-Order Contract) Brush Recycling Center Improvements Project

 

 

SUMMARY:

 

An ordinance for the Brush Recycling Center Improvements Project, authorizing a task order to a Job Order Contract with Jamail & Smith Construction, in the amount not to exceed $218,249.04, a FY 2016 Solid Waste Operating and Maintenance Fund project, and appropriating an additional $118,499.04 from the FY 2016 Solid Waste Operating and Maintenance Fund, located in Council District 4.

 

 

BACKGROUND INFORMATION:

 

Project Background

The Solid Waste Management Department opened the Nelson Gardens Brush Recycling facility at 8963 Nelson Gardens Road in March 2012.  Improvements consisted of a scale house, truck scales, perimeter road, and a brush and mulch storage area.  In 2015, a new modular crew quarters building was relocated from the Northwest Service Center to the Nelson Gardens Brush facility.  The building was required to accommodate an increase in staff working at the Nelson Gardens facility.  A total of 16 employees now utilize the new crew building and scale house, which currently is serviced by well water

 

Well water is used for restroom facilities (sink/toilet) at the scale house and new crew quarters, irrigation system and the water truck fill station.  The current water system does not have sufficient storage capacity to meet all of the facility’s needs.

 

Improvements to the existing water system will provide capacity to store domestic water and include a 5,000 gallon storage tank, 1,000 gallon pressure tank, chlorination system, pumps and associated controls. Project construction is anticipated to begin in July 2016 and estimated to be completed by October 2016. 

 

Procurement of Services

This Project was selected to utilize Job Order Contracting (JOC), an alternative Project delivery method, through which ten contractors were approved through Ordinance 2015-01-15-0013 by City Council on January 15, 2015. The use of the JOC delivery method has provided the City with on-call construction, renovation and maintenance services for City buildings and facilities.  Assignment of JOC contractor to a specific job is based on the contractor’s current workload, overall capacity, familiarity with a specific facility, cost, expertise in completing specific task(s) and/or managing a specific trade needed to carry out the job.  Of the ten contractors, Jamail & Smith Construction was selected to submit an estimate and project schedule for this Project.

 

Jamail & Smith Construction is a small, minority-owned business that has committed to 23% Minority/Women Business Enterprise and 3% African-American Business subcontractor participation. 

 

Discretionary Contracts Disclosure Form, as required by the City’s Ethics Ordinance for all Projects, where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.

 

 

ISSUE:

 

This ordinance for the Brush Recycling Center Improvements Project, authorizes a task order to a Job Order Contract with Jamail & Smith Construction, in the amount not to exceed $218,249.04, a FY 2016 Solid Waste Operating and Maintenance Fund project, and appropriates an additional $118,499.04 from the FY 2016 Solid Waste Operating and Maintenance Fund, located in Council District 4.

 

This Project provides increased domestic water storage to meet the growing needs of the Nelson Gardens Brush Facility. Improvements to the existing water system will provide capacity to store domestic water and include a 5,000 gallon storage tank, 1,000 gallon pressure tank, chlorination system, pumps and associated controls. This Project is scheduled to begin in July 2016 and scheduled to be complete in October 2016. 

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method. However, considering the additional time required for another solicitation process, this adversely would affect the timely completion of the Project.

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount not to exceed $218,249.04, payable to Jamail & Smith Construction.  Funds are available from the Solid Waste Operating and Maintenance Funds and are included in the 2016-2021 Capital Improvement Program Budget. An additional $118,499.04 is being appropriated from the FY 2016 Solid Waste Operating and Maintenance Fund.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order to a Job Order Contract in an amount not to exceed $218,249.04 to Jamail & Smith Construction for the Brush Recycling Center Improvements Project.
