SUBJECT:

 

STREET NAME CHANGE CASE S16-002 (District 10):  An ordinance authorizing the street name change of “Van Buren Lane” to “Pape Farms Lane” between the cross streets of Woodbury Drive and Worldland Road in City Council District 10, San Antonio, Texas.

 

SUMMARY:

 

Case No.: S16-002

 

Applicant:  Gerron S. Hite, property owner

 

Current Street name:  Van Buren Lane

 

Requested Street name: Pape Farms Lane

 

Reason for request: In accordance with Section 6-672(d)(8) of the City Code, change of a street’s existing name should be done for a significant reason.  This request is being made to recognize the Pape Family for its contribution of agricultural production in the San Antonio area.  More recently, El Camino Real signs were installed in the neighborhood to depict the significance.  The original homestead is owned by Mr. Hite and fronts on Van Buren Lane. 

 

General Location:  Between U. S. Hwy 90 and Commerce Street

 

Recommendation:  Staff recommends approval.

 

BACKGROUND INFORMATION:

 

Planning Commission Hearing Date:  June 8, 2016 - Planning Commission recommended approval

 

Location:  Between Woodbury Dr. and Worldland Rd.

 

Street Segment Size:  Approximately five hundred fifty (550) Linear Feet

 

Notification:

 

-Notices mailed June 2, 2016 to eight (8) property owners abutting the segment of the street proposed for a name change; however, only the applicant’s address will be required to change.

-To the present, staff has received no written response from the adjacent property owners.

 

Analysis:

 

Development Services received an application from Mr. Gerron S. Hite on April 21, 2016.  In accordance with Section 6-672(d)(8) of the City Code, change of a street’s existing name should be done for a significant reason.  This request is being made to enhance a neighborhood through the association of a street name with its location, area characteristics, and history. The Pape family held a significant amount of agricultural land bordering Nacogdoches Road from the late 19th century to the 1930’s.  The National Register’s nomination for the Historic Farms and Ranches of Bexar County, Texas, noted that the period significance between 1880 and 1920 recounts the second major influx of European immigrants within the local populace and an attendant increase in the numbers of First- and Second-generation Americans, vast improvements to transportation routes and consequent trade expansion, and overall growth of agricultural production which is certainly illustrated by this German family farm.

 

The segment of the street consists of approximately five hundred and fifty (550) Linear Feet. (ATTACHMENT 2)  The properties that abut this street consist of Residential properties and only one (1) address would need to be changed.

 

Inter-jurisdictional Review:

In accordance with Section 6-675 of the City Code, the following agencies reviewed the proposed street name change request:

                     Alamo Regional Mobility Authority;

                     Bexar County;

                     Bexar Metro 9-1-1 Network;

                     City Public Service (“CPS”) Energy;

                     Northeast ISD;

                     San Antonio Water System (“SAWS”);

                     TXDOT;

                     United States Postal Service (“USPS”); and

                     VIA Metropolitan Transit.

 

The City of San Antonio did not receive any objections or concerns to the proposed street name change from these agencies.  The USPS approved the proposed street name on February 3, 2016, in accordance with Sections 6-675 of the City Code and 35-506(h)(1) of the Unified Development Code (“UDC”). (ATTACHMENT 3&4)

 

Interdepartmental Review:

All City Departments reviewed the proposed request in accordance with Section 6-675 of the City Code.  There were no objections or concerns to the proposed change or new street name from other City Departments.

 

ISSUE:

 

None

 

ALTERNATIVES:

 

Denial of this street name change would leave the street name as Van Buren Lane and there would be no adverse affect on the neighborhood.

 

FISCAL IMPACT:

 

Fees associated with this request total $1,551.50, which include a $1,000.00 application fee, $31.50 notification fee, and $520.00 street sign manufacturing and installation fee,  and were paid by the applicant. 

 

RECOMMENDATION:

 

The proposed street name change meets the criteria of Chapter 6 Section 672(d) of the City Code and staff recommends approval.
