COUNCIL DISTRICTS IMPACTED: City-wide

SUBJECT:

This ordinance authorizes the San Antonio Metropolitan Health District (Metro Health) to execute a contract with the UT Health Science Center at San Antonio to participate in a one-year planning period for the coordination of evidence-based teen pregnancy prevention education programs under the Office of Adolescent Health grant.

SUMMARY:

This Ordinance will authorize the City Manager or her designee to execute the following agreement with the UT Health Science Center at San Antonio for the San Antonio Metropolitan Health District to participate in a one-year planning period for the coordination of evidence-based teen pregnancy prevention education programs under the Office of Adolescent Health grant.

BACKGROUND INFORMATION:

With Metro Health’s leadership, San Antonio has seen a 22% decline in the teen birth rate since 2010. Part of the community strategy has included the implementation of evidence-based prevention education programs for adolescents (with parental/guardian consent for youth ages 17 and under).  The UT Health Science Center at San Antonio was awarded an Office of Adolescent Health grant.  The Office of Adolescent Health is a division of the U.S. Department of Health and Human Services. The grant includes building capacity for communities to select and replicate evidence-based education programs to prevent teen pregnancy.

ISSUE:

Metro Health is requesting City Council to approve an ordinance authorizing an agreement with the UT Health Science Center at San Antonio for the San Antonio Metropolitan Health District to participate in a one-year planning period for the coordination of evidence-based teen pregnancy prevention education programs under the Office of Adolescent Health grant.

Authorization of this agreement will allow the San Antonio Metropolitan Health District and community stakeholders to continue the progress in reducing the San Antonio teen birth rate by utilizing effective prevention education programs.

ALTERNATIVES:

Should City Council choose not to approve the agreement, the San Antonio Metropolitan Health District will not be participating as a key stakeholder as part of the Office of Adolescent Health grant.

FISCAL IMPACT:

The agreement amount for the San Antonio Metropolitan Health District will be $11,756.00 for one year (July 1, 2015 to June 30, 2016).  The agreement will partially fund (1) existing position within Metro Health’s Project WORTH program to support the project.  There will be no impact to the General fund.

RECOMMENDATION:

Staff recommends City Council authorize the ratification of an agreement with the UT Health Science Center at San Antonio and acceptance of funds in the amount of $11,756.00 for the San Antonio Metropolitan Health District to participate in a one-year planning period for the coordination of evidence-based teen pregnancy prevention education programs under the Office of Adolescent Health grant.
