SUBJECT:

Council Consideration Request (CCR) by Councilman Nirenberg and Councilman Lopez relating to Policy Recommendations for Installation of Conduit on Development Projects

 

SUMMARY:

A CCR directing city staff to convene an advisory group consisting of stakeholders and city staff to make policy recommendations relating to digital infrastructure, including the installation of fiber conduit on all street cuts and new development projects.

 

BACKGROUND INFORMATION:

The CCR was submitted for consideration by Councilman Nirenberg and Councilman Lopez on March 3, 2016.  The CCR directs staff to explore policy options with stakeholders related to digital infrastructure, including, but not limited to, installation of fiber conduit on street cuts and new development projects.  The stakeholders would include representatives from the development community, CPS Energy, Development Services, Transportation and Capital Improvements, and Information Technology Services Department.

 

ISSUE:

The policy explorations related to the CCR will include, but are not limited to, costs, methods, function ability, maintenance, and potential development trade-offs relating to rough proportionality of requiring fiber conduit to be placed with new development.

 

ALTERNATIVES:

The alternative is to not move forward with the CCR and keep existing policies as they exist today.

 

FISCAL IMPACT:

There are no anticipated fiscal impacts relating to the policy exploration requested in the CCR.  The fiscal impacts, if any, of any policy recommendations will be presented at such time as a policy is recommended.

 

RECOMMENDATION:

The Development Services Department recommends beginning the discussion with the stakeholder group and city departments to determine the appropriate policy direction.
