SUBJECT:
Updated SAWS Quadrant Map for Selection of Members of the SAWS Board of Trustees.

SUMMARY:
The Governance Committee will discuss proposed updates to the SAWS Quadrant Map that is used to appoint members of the SAWS Board of Trustees.

BACKGROUND INFORMATION:
On November 20, 1997, the City Council adopted Ordinance No. 87010 which established a system of appointments to the SAWS Board of Trustees based on city quadrants. The initial quadrant map was intended to provide for board membership to be derived from all geographic areas of the city, as well as the entire SAWS service area, including outside the city limits and other cities served by SAWS. This representation was established by designating four appointees to each identified quadrant and by also appointing two additional members who represent north and south areas, respectively. The north and south areas originally designated Commerce Street as the east-to-west dividing line for representation for these additional appointees. The Mayor serves as an ex-officio trustee.

ISSUE:
In addition to the continued growth of the City and corresponding service area, SAWS has also completed the integration of the former Bexar Metropolitan Water District, begun serving other suburban cities and counties and significantly expanded its service area since the original adoption of the established quadrants. In order to reflect these changes and to retain the original intention of maintaining an equitable distribution of population among its board of trustees, the board quadrants should be updated.

FISCAL IMPACT:
There is no fiscal impact to the City of San Antonio.

RECOMMENDATION:
City staff recommends that the SAWS Board Quadrants be updated to reflect population changes in Bexar County as identified in its service area maps. These changes include redefining the quadrants as well as the nor...
