Amendment to the Secured Area Access Management and Monitoring Services Agreement at the San Antonio International Airport

 

 

SUMMARY:

 

This Ordinance will authorize an amendment to the professional services agreement with AlliedBarton Security Services, LLC (AlliedBarton) for secured area access management and monitoring services for the San Antonio International Airport (SAT). In 2016, the Transportation Security Administration (TSA) notified the City it would no longer provide vendor delivery inspections. The amendment will also add the use of consultant vehicles to patrol the perimeter of the airport. The amount of the amendment is in an amount not to exceed $3,900,000.00 and will increase the total contract amount to $6,269,747.04 and will be funded by the Airport Operating and Maintenance Fund. The agreement is a five year term and will expire on May 31, 2019.

 

 

BACKGROUND INFORMATION:

 

Airports are required to meet federal regulations concerning the prevention and detection of unauthorized access and the prevention of the introduction or carriage of any unauthorized weapon, explosive, incendiary, or other prohibited item into the secured area of SAT and prohibiting non-badged persons within Security Identification Display Area (SIDA) unless escorted by an authorized person. In May 2014, City Council authorized a five-year professional services agreement with AlliedBarton Security Services for secured area access management and monitoring services at SAT in the amount not to exceed $2,369,747.04. The services within the scope of work included:

                     Access monitoring of the exit lines for both terminals

                     Access monitoring of the entry lanes for Terminal A

                     Inspection services at Gate Posts

                     Escorting services in the Federal Inspections Station (also known as the Customs area)

                     Coordination with Transportation Security Administration (TSA) and Airport Police to allow entry into the secured area

                     Other similar duties as needed

 

Heretofore, the amount approved in 2014 has been adequate. However, in April 2016, TSA notified the Aviation Department that it would no longer be responsible for the inspection of vendor deliveries at the Airport. The TSA has provided those services at the Airport but had not been required to do so. Inspection services are included in the AlliedBarton agreement and with this request the firm will be contracted to inspect deliveries for concessionaires, which include produce, supplies and retail inventory.

 

In addition, the Airport would like to add the use of consultant vehicle(s) as needed for airport perimeter security services. As part of the amendment, the Airport will reimburse AlliedBarton for use of their vehicle(s) at a rate of $1,456.00 per month per vehicle which will include the cost of the vehicle, fuel, insurance and maintenance for the vehicle(s) and golf carts at the rate of $350.00 per month. The rate will be prorated for days of actual vehicle use.

 

The amendment will increase the value of the agreement in the amount of $3,900,000.00 from $2,369,747.04 to a total value of $6,269,747.04.  Please refer to the Fiscal Impact section below for a summary of future appropriations for fiscal year FY 2016 through FY 2019.

 

ISSUE:

 

Staff is requesting the approval of an amendment to increase the contract value of the professional services agreement with AlliedBarton in the amount of $3,900,000.00.

 

 

ALTERNATIVES:

 

City Council may elect to not approve the amendment to the agreement with AlliedBarton. However, the Aviation Department is not currently equipped, staffed or funded to provide these services on its own. If the amendment is not approved, it could negatively affect operations and passengers at the Airport.

 

 

FISCAL IMPACT:

 

Funding in the amount of $874,000.00 is budgeted and available in the FY 2016 Airport Operating and Maintenance Fund. Future appropriations will be budgeted each year from Airport Operating and Maintenance funds, upon approval of the City Council. The amounts are anticipated to be $1,034,100.00 in FY 2017, $892,500.00 in FY 2018 and $1,099,400.00 in FY 2019. The total amount of the amendment is $3,900,000.00.

 

 

RECOMMENDATION:

 

Staff recommends the authorization of the amendment to the profession services contract with AlliedBarton at the San Antonio International Airport.
