SUBJECT:

Annual Contract for COBAN In-Car Video Replacement



SUMMARY:

This ordinance will authorize the San Antonio Police Department (SAPD) to utilize the State of Texas Department of Information Resources (DIR) to establish an annual contract with COBAN Technologies, Inc. for the replacement of the in-car video cameras in an amount not to exceed $2,000,000.00. Funding will be provided through FY2016 Tax Notes.



BACKGROUND INFORMATION:

In October 2010, SAPD contracted with COBAN Technologies through the State of Texas DIR cooperative agreement to equip police patrol vehicles with mobile video and voice recording equipment installed in marked patrol vehicles. This equipment has the capability to gather video evidence as a recording of officer and citizen interaction from the perspective of the patrol vehicle.

This ordinance will provide SAPD with an annual contract to replace COBAN In-Car Video units that are reaching end-of-life status. COBAN manufactures state-of-the-art mobile data computers and digital video recording equipment for the public safety, utility and military community. The City will utilize the State of Texas DIR contract number DIR-TSO-2582 with COBAN Technologies, Inc. This contract will begin upon award through July 2, 2017 with one, one year renewal based on DIR-TSO-2582.

This purchase is made in accordance with the state cooperative program passed on resolution 91-39-53 dated 9/12/1991.



ISSUE:

To ensure SAPD captures video evidence of officer and citizen interaction from the patrol vehicle perspective, an annual contract is needed to replace the end-of-life equipment. All prior purchases of COBAN In-Car Video equipment have utilized State of Texas DIR cooperative contracts.
