Contract Award: (Construction) City South Annexation Fire Station 52 & 53

 

 

SUMMARY:

 

An Ordinance for the new City South Annexation Fire Stations 52 and 53 in City Council Districts 4 and 3, respectively, awarding two construction contracts in the total amount of $1,959,800.00 to Allbrite Constructors of Texas, Inc. each including two additive alternatives; and, appropriating $1,065,000.00 from FY 2016 Tax Notes to the City South Annexation Fire Stations Project for construction of Fire Stations 52 and 53.

 

BACKGROUND INFORMATION:

 

Project Background

On January 9, 2014 City Council authorized Ordinance 2009-01-09-0001, which provided for the extension of the City of San Antonio city limits by the limited purpose annexation of approximately 18,729 acres of land known as the South San Antonio Limited Purpose Annexation.  As a result of this annexation, it is necessary for the City to provide fire protection within the newly annexed areas.

 

Fire Station 52 will provide fire protection for annexed areas which lie within Council District 4, and Fire Station 53 will provide fire protection for annexed areas which lie within Council District 3, as part of the proposed South San Antonio Full Purpose Annexation, effective January 2017. 

 

Fire Station 52 will be located at 10440 Quintana Road and will include a modular building (living quarters), 2 bay apparatus building, asphalt and heavy-duty concrete paving, site work, utilities, security fencing and gates.

 

Fire Station 53 will be located at 14102 Donop Road and will include a modular building (living quarters), 2 bay apparatus building, asphalt and heavy-duty concrete paving, site work, utilities, security fencing and gates.

 

Project construction is anticipated to begin July 2016 and is estimated to be completed December 2016 for both stations.

 

Procurement of Services

This project was advertised for qualified low bids in May 13, 2016 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through TCI Contract Services.  Bids for this Project were opened on May 31, 2016 and six (6) responsive bids were received.  Of these, Allbrite Constructors of Texas Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

Allbrite Constructors of Texas Inc., has agreed to meet a 25.18% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3.10% African-American Business Enterprise (AABE) subcontracting goal.

 

 

ISSUE:

 

This ordinance is for the new City South Annexation Fire Stations 52 and 53 in City Council Districts 4 and 3, respectively, awarding construction contracts in the total amount of $1,959,800.00 to Allbrite Constructors of Texas, Inc. including two additive alternatives; and, appropriating $1,065,000.00 from FY 2016 Tax Notes to the City South Annexation Fire Stations Project for a total budget of $3,160,000.00 for construction of Fire Stations 52 and 53.

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project. 

 

 

FISCAL IMPACT:

 

This ordinance approves one-time capital improvement expenditure in the total amount of $969,800.00 for Fire Station 52 and $963,000.00 for Fire Station 53 for a total amount of $1,959,800.00 payable to Allbrite Constructors of Texas Inc.  Funds are available from FY 2016 Tax Notes Fund and are included in the 2016-2021 Capital Improvement Program Budget.  This ordinance appropriates an additional $1,065,000.00 from FY 2016 Tax Notes to increase the City South Annexation Fire Stations Project budget from $2,095,000.00 to $3,160,000.00 for construction of Fire Stations 52 and 53. 

 

RECOMMENDATION:

Staff recommends approval of this ordinance to appropriate an additional $1,065,000.00 from FY 2016 Tax Notes to increase the City South Annexation Fire Stations Project budget; and, award two construction contracts each including two (2) additive alternates in the total amount of $1,959,800 to Allbrite Constructors of Texas Inc., for the construction of Fire Stations 52 and 53.
