Interlocal Agreement between the City of San Antonio “COSA” and the City of Olmos Park

 

SUMMARY:

A resolution in support of an Interlocal Agreement between the City of San Antonio “COSA” and the City of Olmos Park. Staff recommends Approval. (Michael Dice, Interim Policy Administrator, (210) 207-7877, michael.dice@sanantonio.gov)

 

BACKGROUND INFORMATION:

Olmos Park has duly identified properties in its city limits that are in both Olmos Park and COSA city limits hereinafter referred to as “Identified Properties” (EXHIBIT A).  The Texas Government Code, Chapter 791, authorizes COSA and Olmos Park to enter into an Interlocal Contract regarding the provision of Governmental Functions and Services.  The intent of this City-City Interlocal Agreement is to authorize the City of Olmos Park for the enforcement of its subdivision regulations and its Building Code Ordinance.  COSA shall be a certifying agency regarding platting; Olmos Park shall allow COSA inspectors access to any improvement to any of the Identified Properties; and COSA may request that Olmos Park halt construction if the applicable standards are not being met.

 

RECOMMENDATION:

Staff recommends Approval of the Interlocal Agreement; however, COSA will maintain zoning authority which is not part of the agreement.
