Contract Award:  36th Street and Bangor Drive Intersection

 

 

SUMMARY:

 

An ordinance for the 36th Street and Bangor Drive Intersection Project, awarding a construction contract, including an additive alternate, to E-Z Bel Construction, LLC in the amount of $745,988.62, a 2012-2017 Bond-funded project located in Council District 7.

 

BACKGROUND INFORMATION:

 

On May 12, 2012, voters approved the 2012-2017 Bond Program, which authorized $1,100,000.00 for the 36th Street and Bangor Drive Intersection Project. 

 

Project Background

 

The 36th Street and Bangor Drive Intersection Project provides for reconstruction and widening of 36th Street to a five lane roadway with left-turn lanes, curbs, sidewalks, driveway approaches, and traffic-signal improvements. The widening of the road will start at Globe Drive to 100 feet north of Riverdale Drive.  The intersection at Bangor Street/Rattler Drive is the only intersection in which the left turn center lane will provided. In present conditions, 36th Street is a four lane roadway which causes traffic to stack up when drivers are trying to either turn left onto Bangor Drive or left onto Rattler Drive. Rattler Drive is also one of the main entrance and exits for St. Mary’s University therefore traffic can build up for drivers trying to get onto the campus.

 

The additive alternate places pedestrian railing along top of drain on the eastside of 36th Street to provide a safety measure for citizens walking on sidewalk.

 

A Public Meeting was held on March 8, 2016 at the Memorial Branch Library to inform residents of planned construction work to be phased to minimize traffic inconvenience and maintain accessibility during construction for local residents and businesses.  Project construction is anticipated to begin September 2016 and estimated to be completed by March 2017. Construction activities will take place from sun up to sun down, six days per week.

 

Procurement of Services


This Project was advertised for construction bids in June 2016 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the TCI department.  Plans also were available for review by potential bidders at the office of San Antonio Design Group, 12719 Spectrum Drive, Suite 100, San Antonio, TX 78289. Bids for this Project were opened on June 28, 2016 and two bidders responded.  Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid.  A summary of the bid outcome is included as an attachment.

 

The Small Business Economic Development Advocacy (SBEDA) Program Goal Setting Committee set a 21% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African-American Business Enterprise (AABE) subcontractor participation for this contract. 

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

 

ISSUE:

This ordinance for the 36th Street and Bangor Drive Intersection, awards a construction contract, including an additive alternate to E-Z Bel Construction, LLC in the amount of $745,988.62, a 2012-2017 Bond-funded project located in Council District 7. 

 

This Project provides for reconstruction and widening of 36th Street to a five lane roadway with left-turn lanes at the intersection of 36th and Bangor/Rattler Drive, curbs, sidewalks, driveway approaches, and traffic-signal improvements.  Project construction is anticipated to begin September 2016 and estimated to be completed by March 2017. Construction activities will take place six days a week, from sunrise to sunset.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project. 

 

 

FISCAL IMPACT:

This is a one-time capital improvement expenditure in the amount of $745,988.62, authorized payable to E-Z Bel Construction, LLC.  Funds are available from the 2012 General Obligation Bonds and are included in the FY 2016 - 2021 Capital Improvement Budget. 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $745,988.62 to E-Z Bel Construction, LLC, for construction of 36th Street and Bangor Drive Intersection Project.
