Contract Award: (Job-Order Contract) San Pedro Springs Swimming Pool Project

 

 

SUMMARY:

 

An ordinance for the San Pedro Springs Swimming Pool Project authorizing a task order for a Job Order Contract to F.A. Nunnelly to provide swimming pool resurfacing and painting in the amount of $379,568.03, a FY 2016 Parks and Recreation General Fund operating budget project, located in Council District 1.

 

 

BACKGROUND INFORMATION:

 

Project Background

The San Pedro Springs Park swimming pool located at 2200 N Flores was remodeled and reopened in early 2000. After 16 seasons of use and minor repairs, the pool now requires complete resurfacing in order to maintain water quality.  The required repairs will include sandblasting and painting of approximately 39,500 square feet (SF) of interior surface. Additionally, select spot resurfacing of degraded or damaged concrete will be repaired.  This Project is anticipated to begin in August 2016 and estimated for completion in April 2017. 

 

Procurement of Services

This Project was selected to utilize Job Order Contracting (JOC), an alternative project delivery method, through which ten contractors were approved through Ordinance 2015-01-15-0013 by City Council on January 15, 2015. The use of the JOC delivery method has provided the City with on-call construction, renovation, and maintenance services for City buildings and facilities.  Assignment of JOC contractor to a specific job is based on the contractor’s current workload, overall capacity, familiarity with a specific facility, cost, expertise in completing specific task(s) and/or managing a specific trade needed to carry out the job.  Of the ten contractors, F.A. Nunnelly was selected to submit an estimate and project schedule for this Project.   The vendor will utilize an identical repair and application process that has been successful in two other pool locations. 

 

F.A. Nunnelly is a small business that has committed to 23% Minority/Women Business Enterprise and 3% African-American Business subcontractor participation. 

 

Discretionary Contracts Disclosure Form, as required by the City’s Ethics Ordinance for all projects, where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.

 

 

ISSUE:

 

This ordinance for the San Pedro Springs Swimming Pool Project, a Parks and Recreation General Fund operating budget project, located in Council District 1, authorizes a task order to a Job Order Contract with F.A. Nunnelly in the amount of $379,568.03.

 

The City requires repairs to the San Pedro Springs Swimming Pool. The required repairs to the project will include sandblasting and painting of approximately 39,500 SF of interior surface.  Additionally, select spot resurfacing of degraded or damaged concrete will be repaired.  The project is required to maintain proper water quality and prevent closing of the facility during the regular swimming pool season due to surface and paint deterioration.  This Project is anticipated to begin in August 2016 and estimated for completion in April 2017.

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method. However, considering the additional time required for another solicitation process, this would affect the timely completion of the Project.

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount of $379,568.03, payable to F.A. Nunnelly.  Funds are available from the FY 2016 Parks and Recreation General Fund operating budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order to a Job Order Contract in the amount of $379,568.03 to F.A. Nunnelly for the San Pedro Springs Swimming Pool Project.
