Contract Award: Northeast Service Center Building Expansion

 

 

 

SUMMARY:

 

An Ordinance authorizing the expansion of the administrative building at the Northeast Service Center (Tool Yard), awarding a construction contract to Breda Construction, Inc. in an amount of $525,595.00, a FY 2016 Solid Waste Operating Fund Project located in Council District 10.

 

 

 

BACKGROUND INFORMATION:

 

Project Background

The FY 2016 Adopted Capital Budget includes funding for improvements at the Northeast Service Center. Space is needed to house additional staff to support the Department’s Pay-as-You-Throw (PAYT) and organics collection programs. PAYT and organics collection are critical components of the City’s Recycling and Resource Recovery Plan approved by City Council in June 2010 and revised in January 2013. The Plan established strategic goals to ensure all single-family and multi-family residents have access to convenient recycling programs, businesses have improved recycling opportunities, and 60% of all single-family residential curbside material collected by the Solid Waste Management Department (SWMD) is recycled by the year 2025.

 

This Project was advertised for construction bids in May 2016 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily and on TVSA.  Bids for this Project were opened on June 21, 2016 and three bidders responded.  Of these, Breda Construction, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

Breda Construction, Inc. has agreed to meet a 25% Minority/Women-Owned Business Enterprise (M/WBE) subcontracting goal.

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

 

ISSUE:

 

This ordinance for the Northeast Service Center Building Expansion Project awards a construction contract to Breda Construction, Inc., in an amount of $525,595.00, an FY 2016 Solid Waste Operating Fund Project located in Council District 10.

 

This project provides for expansion of the existing administrative/crew quarters building at the Northeast Service Center to house additional supervisory and support staff to manage the expanded organics and PAYT programs for the Northeast District. Work includes adding a wing on the existing building which has been designed to be independently functional without burdening the mechanical systems in the existing building. Work includes construction from the ground up. Landscaping in the vicinity will match the existing concept. Exterior stonework and roofline will match the existing design, with the addition intended to blend with the original  design concept of the building and is expected to present an aesthetically pleasing view to passersby on Wurzbach Parkway.   Project construction is anticipated to begin in September 2016 and is estimated to be completed by February 2017.

 

As this is an addition to the building, construction will have minimal impact on the daily operations of the service center.

 

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method.  However, considering the additional time required for another solicitation process, this adversely would affect the timely completion of the Project. 

 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in an amount of $525,595.00, payable to Breda Construction, Inc.  Funds are available from the FY 2016 Solid Waste Operating Fund and are included in the 2016-2021 Capital Improvement Program Budget.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance and awarding a construction contract in an amount of $525,595.00 to Breda Construction, Inc. for the Northeast Service Center Building Expansion Project.
