SUMMARY:

This ordinance confirms the appointment of Andrew Segovia as City Attorney.


BACKGROUND INFORMATION:

The City Attorney for the City of San Antonio serves as the head of the department of law. The City Attorney serves as chief legal advisor to the City Council, City Manager and all City departments, offices and agencies. The City Attorney reports to the City Manager and represents the City in all legal proceedings and must be a resident citizen of the City of San Antonio.

Since the recruitment process began, a total of 20 candidates were interviewed for the City Attorney position. The applicants were of diverse backgrounds and experiences including both public and private sector work. This spring, Major, Lindsey & Africa, one of the world's largest legal recruitment agencies, led a national search and produced a list of qualified attorneys, 3 of whom were interviewed as finalists.

The recommended candidate, Andrew Segovia, is a native of San Antonio and graduate of Central Catholic High School. He received a Bachelor of Arts in Government Studies from the University of Notre Dame, a Masters in Public Administration from Texas A&M University, and a Doctor of Jurisprudence from the University of Texas at Austin. Mr. Segovia has practiced law since 1990, is licensed in Michigan, and pending admission by reciprocity with the State Bar of Texas. Mr. Segovia served six years as a Lieutenant in the U.S. Navy. For the last 26 years, he has served as a lawyer and senior legal executive with General Motors in Detroit. At GM, he led several divisions through transition and departs as one of the top 300 executives within the company.

Mr. Segovia will attend the August 4 City Council meeting with his family. With City Council confirmation, Mr. Segovia will officially begin as City Attorney on August 2...
