SUBJECT:

 

Aircraft Rescue & Firefighting (ARFF) Self-Contained Breathing Apparatuses (SCBAs)

 

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with Municipal Emergency Services, Inc., utilizing the Houston-Galveston Area Council (HGAC) cooperative contract #EE08-15 to provide the Aviation Department’s Aircraft Rescue & Firefighting (ARFF) firefighters at the San Antonio International Airport with Scott Safety self-contained breathing apparatuses and accessories for a total cost of $120,935.34.  Funding will be available from the Airport Operating and Maintenance Fund.

 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is a request to award a contract to Municipal Emergency Services, Inc. for the purchase of  self-contained breathing apparatuses (SCBAs) and accessories for the Aviation Department’s Aircraft Rescue & Firefighting (ARFF) firefighters for a total cost of $120,935.34. 

 

SCBAs provide firefighters with compressed breathing air which allows them to enter environments that are dangerous to life and health (fire, smoke, chemical, biological, radiological/nuclear, air borne contaminates).  SCBAs must be compliant with NFPA 1981 (2013 edition).  Currently, there are only two brands of SCBA’s available that meet this requirement. 

 

Of the two brands, the San Antonio Fire Department (SAFD) uses Scott Safety equipment.  SAFD and Aviation Department’s Aircraft Rescue and Firefighting (ARFF) Division personnel have been trained on the use this brand of SCBA.  In addition, SAFD personnel have been certified to test, maintain and repair Scott Safety SCBA units.  The SAFD SBCA Shop provides testing, maintenance and repair services for ARFF SCBAs. 

 

In May 2015, SAFD purchased upgraded Scott Safety SCBAs.  ARFF is now upgrading their equipment to maintain the standard adopted by SAFD and ensure the compatibility of equipment.  ARFF will continue to use its current Scott Safety parts inventory, including cylinders, with the new SCBAs. 

 

ISSUE:

 

This contract will provide the ARFF with replacement SCBAs and accessories for a total cost of $120,935.34. 

 

Due to requirements placed on the procurement of the supplies, the SBEDA Program did not apply to this solicitation.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

 

If this contract is not approved, the alternative is for ARFF to continue to use the existing SCBAs which are no longer the standard as adopted by SAFD. 

 

 

 

FISCAL IMPACT:

 

The purchase of self-contained breathing apparatuses and accessories is for a total cost of $120,935.34. The purchase will be funded by the Airport Operating and Maintenance Fund.

 

 

 

RECOMMENDATION:

 

Staff recommends the approval of the contract with Municipal Emergency Services, Inc. to provide replacement self-contained breathing apparatuses and accessories for a total cost of $120,935.34.

 

This contract is procured by means of a cooperative and a Contracts Disclosure Form is not required.
